Legal Analysis: Ministry of Human Resources and Social Security, together with the Ministry of Finance, has formulated the Notice on Issues Concerning Unemployment Insurance Supporting Insured Employees to Improve Their Vocational Skills, which stipulates that employees of enterprises who have obtained vocational qualification certificates or grade and skill certificates may apply for subsidies to improve their vocational skills as required. Eligible applicants can apply for subsidies to the social security location within 12 months after obtaining the national professional qualification (level 3) certificate of health managers. To receive a subsidy of 2,000 yuan, the following conditions must be met: those who have participated in unemployment insurance according to law and accumulated for more than 36 months can apply to the local social security bureau within 12 months after receiving the certificate.
