Tourism development planning is based on the history, present situation and changes of tourism market elements, in order to achieve the target system, under specific development conditions, the arrangement of tourism development elements.

4.4 Tourism planning encourages the adoption of advanced methods and technologies. In the process of compiling, we should compare multiple schemes and seek the opinions of relevant management departments, especially local residents.
4.5 The survey methods, maps and materials used in the preparation of tourism planning shall conform to the relevant national standards and technical specifications.
4.6 The technical indicators of tourism planning should meet the long-term needs of tourism development and be ahead of schedule. Refer to Appendix A (informative appendix) of this standard to select and establish technical indicators.
4.7 Tourism planners should have a wide range of professional composition, such as tourism, economy, resources, environment, urban planning, architecture, etc.

If conditions permit, a database of tourism resources can be established as needed to determine its tourism capacity. The survey method can refer to Classification, Investigation and Evaluation of Tourism Resources (GB/T 18972-2003).
5.2.3 Analysis of Tourism Market
Based on the comprehensive investigation and analysis of the number and structure, geographical and seasonal distribution, tourism mode, tourism purpose, tourism preference, stay time and consumption level of tourists in the planning area, this paper studies and puts forward the total amount, structure and level of the future tourism market in the planning area.
5.2.4 Conduct a competitive analysis on the tourism development of the planning area, establish the regional comparative advantages of the planning area in terms of traffic accessibility, infrastructure, current situation of scenic spots, service facilities and advertisements, and comprehensively analyze and evaluate various constraints and opportunities.

On the basis of preparatory work, the tourism theme of the planning area is established, including main functions, main products and theme image.
