Rule number two Citizens with operational ability refer to individual industrial and commercial households registered by the administrative department for industry and commerce in accordance with the provisions of these regulations.
Article 8? Those who apply for registration as individual industrial and commercial households shall apply to the registration authority where the business premises are located. The applicant shall submit an application for registration, identity certificate and proof of business premises.

According to the Law of People's Republic of China (PRC) on Animal Epidemic Prevention:
Twentieth the establishment of animal farms (breeding areas) and isolation sites, animal slaughtering and processing sites, harmless treatment sites for animals and animal products, shall submit an application to the veterinary administrative department of the local people's government at or above the county level, and attach relevant materials. The veterinary administrative department that accepts the application shall conduct an examination in accordance with this Law and the Administrative Licensing Law of People's Republic of China (PRC). Those who pass the examination shall be issued with a certificate of animal epidemic prevention conditions; Unqualified, it shall notify the applicant and explain the reasons.

"Health administrative licensing management measures" provisions:
Rule three. The following items in public places shall meet the national hygiene standards and requirements:
(1) air and microclimate (humidity, temperature and wind speed);
(2) water quality;
(3) daylighting and lighting;
(4) noise;
(5) Customer utensils and sanitary facilities.
Hygienic standards and requirements for public places shall be formulated by the administrative department of health of the State Council.
Fourteenth any unit or individual has one of the following acts, the health and epidemic prevention institutions may, according to the seriousness of the case, give a warning, a fine, suspend business for rectification, revoke the "health permit" and other administrative penalties:
(a) the health quality does not meet the national health standards and requirements, but continues to operate;
(two) without obtaining the "health certificate", and engaged in direct customer service.
