Latest regulations on the isolation of returnees, September 202 1

Now coming back from abroad, the immigration policy may be a little different. If you want to return to China, you must first understand the materials you need to prepare and the people who are restricted by relevant policies. Only when you are sure that you can return to China can you be prepared to return to China.

Entry policy for foreigners

Recently, China's embassies in various countries have revised their entry policies for foreigners to varying degrees. At present, compared with the previous stage of "strike hard on prevention and control", the overall immigration policy for foreigners has been loosened. According to the notice of the Consulate General of China in San Francisco, foreigners with three types of residence can have a double negative test directly without preliminary examination. The Consulate General of China in France also issued a notice saying that three types of foreign residents do not need to apply for visas. Consulates all over the world have made minor changes and updates to the policies and procedures of green code application to varying degrees.

According to the current policy, generally speaking, the following categories of foreigners can enter the country normally:

Foreigners hold a "permanent residence permit for foreigners";

Foreigners holding diplomatic, official, courtesy and C visa;

Foreigners who hold valid residence certificates for work, private affairs or reunion in China;

Foreigners holding visas issued after March 28, 2020.

Note: Foreigners who hold residence permits for work, personal affairs and reunion in China that will expire in the United States after March 28, 2020 can re-apply for entry visas. Foreigners holding the third kind of residence permit can enter the country directly without a visa.

If you need to apply for a new Chinese visa without the above documents, you can successfully apply for a new Chinese visa only in the following situations:

Visa requires a general letter issued by the Foreign Affairs Office of the provincial people's government (foreign affairs invitation letter (you can bring your children into the country together;

Humanitarian visas require immediate family members to be informed of their dying within three generations, with grandparents as one generation, parents as two generations and grandchildren as three generations;

Reunion visa for minor foreign children (without travel documents, it is usually required that both parents are China citizens, otherwise it will be difficult;

If you have been vaccinated with domestic vaccines, you can apply for Q2 (Reunion) visa, Z (work visa, M (business visa) according to the pre-epidemic standards.

Note: At present, countries and regions that can inject domestic vaccines include Indonesia, Turkey, Brazil, Chile, United Arab Emirates, Colombia, Thailand, Uruguay, Philippines, Malaysia, China and Hongkong. Recently, a small partner received China vaccine in the United Arab Emirates and got a visa to return to China for reunion.

exceptional case

The embassies of China in Britain, France, Italy, Belgium, Russia, the Philippines, India, Ukraine and Bangladesh all issued announcements in June 2020 165438+ 10, with the following contents:

Foreigners from these countries need visas issued after June 3, 2020, 165438+ to enter China.

Foreigners from these countries are not allowed to enter China with three types of residence permits (China for work, private affairs and reunion).

Note: The visas of foreigners from these countries from March 28th to June 28th+065438+1October 2nd did not expire, but the local embassies and consulates did not allow these foreigners to go directly to China, nor did they get the health declaration (later changed to HDC code). That is to say, foreigners from these countries can enter other countries (such as the United States to China) as long as they hold the above three kinds of residence or visas from March 28th to165438+10.2.

This part of the current location strategy is quite complicated. We learned some details through QA:

Q 1: I have a 10 Chinese visa issued before the outbreak. Can I enter the country?

A 1: No. ..

Q2: What are the diplomatic visas, official visas, courtesy visas and C visas that are not affected?

Answer 2: Diplomatic and official visas are issued to government officials, diplomats, consular officials, their accompanying spouses and minor children who hold diplomatic and official passports or United Nations red and blue passports for temporary business trips or transit in China.

Courtesy visas are issued to the above-mentioned people who come to China, visit relatives or transit on private business.

Class C visas refer to international train attendants, crew members of international aircraft, crew members of international sailing ships and their accompanying families, as well as automobile drivers engaged in international road transport and performing crew, aviation and shipping tasks.

Q3: Arecco

A3: Compatriots from Hong Kong and Macao hold Home Visit Permit (full name: Hong Kong and Macao residents' travel permit to and from the mainland), and compatriots from Taiwan Province Province hold Taiwan Compatriots Permit (full name: mainland travel permit for taiwan residents). Passengers with valid China travel permits can enter the country normally.

Q4: What is a foreigner's residence permit?

A4: Alien residence permit is a residence certificate issued by domestic public security organs to foreigners who meet the requirements and need to stay in China for a long time (the residence period exceeds 180 days). During the validity period of the residence permit, the holder can stay in China and enter and leave the country many times with the residence permit. Foreigners' residence permits are generally divided into work, private affairs, reunion, study, journalists and so on. At present, only work, private affairs and reunion are allowed to go to China.

Q5: What's the difference between a foreigner's residence permit and a visa?

A5: Generally speaking, foreigners who live in China for a long time need a visa to go to China. After arriving in China, they need visas to obtain residence permits from the local public security organs. For student visa and study residence permit, we can understand student visa as F 1 visa in the United States (called X 1 visa in China or study visa in Canada), and study residence permit as I20 visa in the United States or study permit in Canada. But unlike the United States, China's residence permit has both residence and entry functions. That is to say, when a student enters China for the first time with an X 1 visa and obtains a study and residence permit, he can theoretically enter China directly with a valid study and residence permit after leaving China without having to apply for a new student visa. Obviously, the United States can't use I20 to enter the country directly.

Q: What are the three residence permits allowed to travel to China in the announcement?

A6: Work-related residence permit, issued to people working in China;

Residence permit for personal affairs is issued to spouses, parents,/kloc-children under 8 years old, parents of foreign spouses who have been visiting relatives for a long time because of work and study, and persons who need to stay in China for other personal affairs;

Family reunion permits are issued to the families of China citizens who need to reunite in China, the families of foreigners who have permanent residency in China, and those who need to stay in China due to foster care and other reasons.

If my residence permit expires on March 28th, can I still go to China?

Answer 7: Yes. However, you need to apply for the corresponding visa again (relatively simple. Visa Z is required for work, visa S 1 for personal affairs and visa Q 1 for reunion.

If my residence permit expires on March 28th, can I still go to China?

No, you need to apply for a new visa. That is, you need to apply for a business or humanitarian visa from scratch (this is more difficult, and you can't simply apply for the corresponding Z, S 1 or Q 1 visa.

If my residence permit is still valid, can I still go to China?

A 9: Yes. Of course, we should follow epidemic prevention measures like China citizens. After getting the negative report of double inspection at the place of departure, you should apply for HDC code (similar to WeChat health code.
