Significance of developing the cause of providing for the aged

The significance of developing old-age care lies in promoting social harmony and progress. With the development of economy and society, population aging has become a global problem. China has a large population, and the size of the elderly population is increasing. At present, China's elderly population over 60 years old has reached 65.438+0.6 billion, accounting for 654.38+0.2% of the total population, and has entered an aging society according to international practice. Population aging is the performance of social progress and the result of social and economic development. However, China's aging population is ahead of economic and social development, and it has the characteristics of "getting old before getting rich", which will bring great challenges to economic development, labor supply and social stability, and will inevitably become a major problem that China must face and solve for a long time to come. I would like to make the following suggestions on speeding up the development of the old-age care in China.

First, raise awareness and attach great importance to the development of old-age care.

The problem of providing for the aged is not only a livelihood issue, but also a development issue, which is related to the overall situation of social harmony and stability in China. From the perspective of the elderly themselves, developing the cause of providing for the aged is the need to improve people's livelihood. At present, the elderly in China are limited by various conditions and have difficulties in food, clothing, housing and transportation to varying degrees. Meeting the needs of the elderly and providing them with a sense of security is not only a very important livelihood issue, but also an important symbol of social civilization and progress. From the family's point of view, the development of old-age care is the need to promote social harmony and stability. Since the implementation of the special family planning policy in China in the 1980s, the number of families with the "four-two-one" structure has been increasing day by day, and the only child is generally faced with enormous support pressure, which is unimaginable and unbearable. The traditional family pension model has been difficult to maintain. Vigorously developing the cause of providing for the aged can reduce the burden of family pressure and promote family harmony and even social harmony and stability. From the perspective of economic and social development, the development of old-age care is the need to accelerate the transformation of development mode. The cause of providing for the aged is a comprehensive industry integrating production, management and service, and it is also a "sunrise industry" with great economic value and development potential. Good development can play a positive role in expanding employment, stimulating consumption and developing emerging industries. Therefore, vigorously developing the cause of providing for the aged has many positive meanings and functions for the elderly individuals, families and society. It is suggested that the central government further strengthen its leadership over the old-age care cause, take it as a major project, incorporate it into the assessment index system of party committees and governments at all levels, increase the propaganda of the development of the old-age care cause, and promote the whole society to care for and support the development of the old-age care cause.

Second, vigorously develop institutional pension.

For a long time, China has insisted on taking home-based care for the aged as the main mode. With the aggravation of the aging trend and the development and progress of economy and society, it is difficult to meet the needs of the elderly only by relying on home-based care, so it is imperative to vigorously develop various institutions to provide for the elderly. It is necessary to innovate the development model and establish various forms of old-age care institutions according to different needs in all aspects. Relief-type institutions for the aged mainly solve the problems that some elderly people with special needs, such as "five guarantees" in rural areas and "three noes" in cities, lose their ability to take care of themselves. This is the main functional orientation and development direction of public pension institutions. Welfare-oriented old-age care institutions-mainly provide services for ordinary elderly groups who are neither the clients of rescue-oriented old-age care institutions nor able to pay the service fees of market-oriented old-age care institutions. Market-oriented pension institutions-mainly meet the needs of groups with high pension payment ability, which is the development direction of private pension institutions. In addition, the old-age care institutions should highlight key groups according to the age, economic and physical conditions of the elderly and establish a phased, hierarchical and graded old-age service system.

Third, promote the healthy development of private pension institutions.

Facing the increasing demand of the elderly, it is far from enough to rely on government investment to meet the growing demand for the elderly, and social forces are needed to care for and support the cause of the elderly. However, due to the lack of ideological understanding and policy support in China, there are many institutional and policy restrictions on private capital investment in pension institutions, which makes the enthusiasm of private capital investment in pension is not high, and even the established private pension institutions are difficult to operate. It is suggested that the state define the nature, status and function of private pension institutions from a macro-strategy, define them as for-profit pension industries, fundamentally break the ideological understanding and institutional obstacles of private forces investing in pension undertakings, increase policy support, and issue policy documents to encourage the development of private pension institutions to accelerate the development of pension undertakings.

Fourth, increase policy support for the cause of aging.

First of all, it is necessary to formulate a scientific and systematic overall development plan for the old-age care. Both national and local governments should focus on the reality of economic and social development, formulate strategic plans for the development of old-age care, and establish the overall goals and stage goals of old-age care. Secondly, we should effectively increase policy support for the cause of providing for the aged. Focus on financial input, land security, innovation mechanism, talent team and other aspects to increase support. In terms of financial input, the central government to provinces, cities and counties should increase investment and form a long-term investment mechanism.

From the perspective of the development of China's population structure, we should also adjust China's population policy in a timely manner from the objective reality of the country's sustainable economic and social development and scientific development, which is not only the need to develop the cause of providing for the aged, but also the need to maintain social harmony and stability.
