According to the nature, harm degree and scope of public health emergencies, public health emergencies are divided into four levels: particularly serious (Grade I), major (Grade II), major (Grade III) and general (Grade IV).
1. In any of the following circumstances, it is a particularly serious public health emergency (Grade I):
(1) Pneumonic plague and pulmonary anthrax occur in large and medium-sized cities and have a spreading trend, or the epidemic situation of pneumonic plague and pulmonary anthrax has spread to more than two provinces and has a further spreading trend.

Article 2 Public health emergencies mentioned in these Regulations (hereinafter referred to as emergencies) refer to sudden major infectious diseases, group diseases with unknown causes, major food and occupational poisoning and other events that seriously affect public health.
