Background of National Smart City Pilot Project

In order to standardize and promote the healthy development of smart cities, build a new urban form in the era of innovation 2.0, and lead the new urbanization road with China characteristics, the Ministry of Housing and Urban-Rural Development officially issued the Notice on Launching the Pilot Work of National Smart Cities on February 5, 1965, and issued the Interim Measures for the Pilot Management of National Smart Cities and the Pilot Index System of National Smart Cities (Districts and Towns). It is pointed out that building smart cities is to implement the innovation-driven development policy of the CPC Central Committee and the State Council.

After applications from various cities, preliminary examination by provincial housing and urban-rural construction authorities and comprehensive evaluation by experts, the first batch of 90 national smart cities were piloted, including 37 prefecture-level cities, 50 districts (counties) and 3 towns. All provinces and pilot cities should effectively promote the pilot work in accordance with the requirements of the Interim Measures for the Pilot Management of National Smart Cities and the Pilot Indicator System of National Smart Cities (Districts and Towns) of the Ministry of Housing and Urban-Rural Development.

The China Development Bank said that in the three years after the Twelfth Five-Year Plan, the scale of cooperative investment in smart cities with the Ministry of Housing and Urban-Rural Development reached 80 billion, and the work of project selection, research and lending was steadily advanced according to the signed cooperation agreement; Representatives of the provinces and pilot cities where the pilot cities are located said that they will be carefully organized and implemented in accordance with the overall requirements and plans of the national smart cities, and promote the construction of smart cities in a planned and step-by-step manner.

The economic situation at home and abroad requires expanding investment as much as possible to start domestic demand. However, after the previous rounds of large-scale investment stimulus, the marginal benefits of traditional projects are rapidly declining. Taking the road of new urbanization is an important strategic plan for the CPC Central Committee and the State Council to accelerate the formation of a new economic model and promote the sustained and healthy development of China's economy. Integrating advanced concepts such as intensive, low-carbon, ecology and intelligence into the specific process of urbanization is one of the most urgent topics in the current new urbanization construction. The Ministry of Housing and Urban-Rural Development is one of the important departments that undertake the task of promoting urbanization. While responding to the central strategic deployment, we will actively explore new urbanization development models and innovate ways to improve urban management capabilities and service levels, serve people's livelihood and make urban life better. Smart cities (districts and towns) came into being.
