Article 1 In order to prevent and control dust pollution, protect and improve the atmospheric environment, safeguard citizens' health, and promote the construction of ecological civilization, these Measures are formulated in accordance with the Law of People's Republic of China (PRC) on the Prevention and Control of Air Pollution, the Regulations of Jiangsu Province on the Prevention and Control of Air Pollution and other laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the prevention and control of dust pollution and related management activities within the urban area of this Municipality. Article 3 The prevention and control of dust pollution shall follow the principles of government-led, owner-responsible, departmental supervision and public participation. Article 4 Citizens, legal persons and other organizations are encouraged to carry out technological innovation in the prevention and control of dust pollution. Article 5 The municipal and district people's governments (administrative committees) shall be responsible for the prevention and control of dust pollution within their respective administrative areas.

The District People's Government (CMC) shall perform the following duties of dust pollution prevention and control:

The municipal housing construction department is responsible for the supervision and management of the prevention and control of dust pollution in housing construction and rail transit construction, and takes the lead in the prevention and control of dust pollution in commercial concrete enterprises.

The municipal garden department is responsible for the supervision and management of the prevention and control of dust pollution in municipal works (including maintenance operations), public works and greening projects.

The municipal urban management department is responsible for the supervision and management of the prevention and control of dust pollution in construction waste transportation, the investigation and punishment of illegal acts of vehicle leakage along the way, the cleaning management of public places and roads, the supervision and implementation of dust prevention measures in transit deployment sites, resource disposal sites and fixed landfills, and the disposal of relevant cases involving dust pollution according to law.

The municipal public security traffic management department is responsible for the supervision and management of road traffic safety of construction waste transport vehicles, and scientifically and reasonably formulate the running time and route traffic policies of construction waste transport vehicles.

The municipal transportation department is responsible for the supervision and management of traffic engineering construction and the prevention and control of dust pollution in coastal, riverside and inland port terminals, and urges port enterprises to implement dust pollution prevention measures.

The municipal natural resources and planning department is responsible for the supervision and management of dust pollution prevention and control of municipal storage plots, urging and guiding all districts to implement the responsibility of dust pollution prevention and control of territorial storage plots, and dynamically updating the list of relevant plots.

The municipal state-owned assets supervision and administration institution is responsible for bringing the dust management of municipal enterprises into the annual performance appraisal.

Municipal water conservancy, agriculture and rural areas, finance, taxation and other departments shall, according to their respective responsibilities, supervise and manage the prevention and control of dust pollution.

The agent construction unit of government-invested projects is responsible for the prevention and control of dust pollution in government-invested construction projects.

All functional departments should establish and improve the information sharing mechanism of dust pollution prevention and control management, and improve the management level of dust pollution prevention and control. Article 7 The construction unit shall undertake the responsibility of preventing and controlling dust pollution in construction, define the person responsible for dust control, share the cost of dust pollution prevention, incorporate the dust control requirements into the construction contract management, and supervise and inspect the implementation of dust control by the construction unit and supervision unit.

The construction unit shall specify the specific measures to prevent and control dust pollution in the environmental impact report, report form or environmental impact registration form submitted for the record.
