The age structure of population is not only the result of economic and social development, but also affects the effectiveness of economic and social development. A prominent feature of China's population change is its speed and depth. Around 2000, the proportion of elderly people aged 65 and over in China reached 7%, which indicated that China began to enter an aging society. It is predicted that this proportion will exceed 14% during the Tenth Five-Year Plan period, and China will enter a moderately aging society.
In July this year, the National Health and Wellness Commission and other 1 1 departments jointly issued "Guiding Opinions on Further Promoting the Development of the Combination of Medical Care and Nursing Care" (hereinafter referred to as "Opinions"), proposing to further improve policies and measures, focus on solving difficult problems, promote the development of the combination of medical care and nursing care, and continuously meet the needs of health care services for the elderly.
Implement the national strategy of actively responding to the aging population and develop the cause and industry of providing for the aged;
The first is to consolidate the social wealth reserve and deal with the aging population. By expanding the total amount, optimizing the structure and improving the efficiency, the economic development can be adapted to the aging population. We will improve the national income distribution system, optimize the distribution pattern of the government, enterprises and residents, and steadily increase the pension reserve. We will improve a fairer and more sustainable social security system and continuously improve the well-being of all people.
The second is to improve the labor supply under the background of population aging. The overall quality of human resources in China can be improved by improving the quality of the birth population, improving the quality of the newly-added labor force and building a lifelong learning system for the elderly. Promote the development and utilization of human resources, achieve higher quality and full employment, and ensure that the total amount of human resources actively responding to population aging is sufficient and of higher quality.
The third is to build a high-quality old-age service and product supply system. We will improve the multi-level old-age service system based on home, relying on community, fully developing institutions and combining medical care with nursing care, expand the supply of products and services suitable for the elderly through multiple channels and fields, and improve the quality of products and services.
The fourth is to strengthen the ability of scientific and technological innovation to cope with the aging population. In-depth implementation of the innovation-driven development strategy, scientific and technological innovation as the first driving force and strategic support to actively respond to the aging population, and comprehensively improve the intelligent level of the national economic industrial system. Improve the scientific and informational level of serving the elderly, increase scientific and technological support for the elderly, and strengthen the research and development and application of assistive technologies for the elderly.
The fifth is to build a social environment of providing for the elderly, filial piety and respecting the elderly. Strengthen the legal environment to deal with the aging population and protect the legitimate rights and interests of the elderly. Build a family pension system, build an elderly-friendly society, and form a good atmosphere for the elderly, families, society and the government to participate together.
