Sociologists and anthropologists believe that urban-rural integration refers to the relatively developed cities and relatively backward rural areas, breaking down the barriers of mutual division, gradually realizing the rational flow and optimal combination of production factors, promoting the rational distribution of productive forces between cities and rural areas, closely combining and coordinating urban and rural economic and social life, and gradually narrowing or even eliminating the basic differences between urban and rural areas, thus realizing urban-rural integration. From the perspective of economic development law and rational distribution of productive forces, economists believe that urban-rural integration is an objective requirement for the increasingly close relationship between agriculture and industry in modern economy, which means the unified layout of urban-rural economy, strengthening economic exchanges and cooperation between urban and rural areas, optimizing the division of labor between urban and rural productive forces, rational distribution and coordinated development, and achieving the best economic benefits. Some scholars only discuss the coordinated development of urban and rural industries, which can be called "the integration of urban and rural industries". Planning scholars make a unified plan for the urban-rural fringe from the perspective of space, that is, systematically arrange the material and spiritual elements of urban and rural areas with certain internal relations. Eco-environmental scholars believe that urban-rural integration is to organically combine urban and rural ecological environment from the perspective of ecological environment, ensure the smooth and orderly natural ecological process, and promote the healthy and coordinated development of urban and rural areas.
We believe that the integration of urban and rural areas is a new stage of urbanization, a process of promoting the change of production mode and lifestyle of urban and rural residents with the development of productive forces, and a process of integrating urban and rural population, technology, capital and resources into resources, markets and services, and gradually realizing the coordinated development of urban and rural economy, society, culture and ecology. Urban-rural integration is to make overall planning and comprehensive research on industry and agriculture, urban and rural areas, urban and rural residents as a whole. Through system reform and policy adjustment, we will promote the integration of urban and rural areas in planning and construction, industrial development, market information, policies and measures, ecological environmental protection, social undertakings, etc., change the long-standing dual economic structure between urban and rural areas, and realize urban-rural policy equality, complementary industrial development, and consistent national treatment for farmers to enjoy. Urban-rural integration is a major and profound social change. It is not only the renewal of ideas, but also the change of policies and measures; It is not only the change of development thinking and growth mode, but also the adjustment of industrial layout and interest relationship; It is not only the innovation of system and mechanism, but also the improvement of leadership style and working methods. For the integration of urban and rural areas, the original dual system of urban and rural areas should be abolished. Reform the household registration system and cancel the current population flow control.
