(2) Strengthen publicity and mobilize residents to participate extensively. All regions should give full play to the role of radio, television, newspapers, internet and other media, actively publicize the significance of establishing a unified health record for urban and rural residents, and raise residents' health awareness. County-level health administrative departments and grassroots medical and health institutions should strengthen coordination and communication with grassroots management organizations and units such as township governments, street offices and village (neighborhood) committees under their jurisdiction, strive for support, and guide residents to voluntarily participate in the filing work.
(3) Improve the funding guarantee measures. Local health administrative departments at all levels should actively coordinate with relevant departments, incorporate the establishment of health records into national basic public health service projects in accordance with relevant requirements, and implement relevant funds. The expenses of health records preservation, daily operation and maintenance, personnel training and information system construction should be included in the financial budget to ensure the relevant funds. The allocation of funds should be linked to the assessment results such as the quantity and quality of health records.
(4) Strengthen the capacity building of health records management. Local health administrative departments at all levels should carry out extensive training for primary medical and health personnel and management personnel, focusing on strengthening the training of policies, knowledge and skills related to residents' health records, so that they can fully understand the job requirements and contents and master the basic technologies and methods for the establishment, use and management of health records. Take various ways to improve the ability of relevant personnel to collect, manage and apply information.
(5) Strengthen supervision and inspection. Local health administrative departments at all levels should take the establishment, use and management of urban and rural residents' health records as an important part of the performance appraisal of health administrative departments and primary medical and health institutions. In conjunction with relevant departments, strengthen the inspection and evaluation of the establishment of residents' health records, timely reflect the problems found in the inspection to the government at the same level and the health administrative department at a higher level, and adjust relevant policies and measures. The Ministry of Health will inspect and evaluate the establishment, use and management of health records for urban and rural residents from time to time.
