Twenty years ago, when East Lake Hi-tech was still developing in Luxiang area, Qianlong Island, a temple mountain in Jiangxia, went to the moon first. Before 20 15, several streets adjacent to Jiangxia and Optics Valley were booming, especially in the industrial sector. However, Panlongcheng in Huangpi and Yangluo in Xinzhou, both provincial development zones, had to change their runways because they did not introduce high-tech enterprises.
Since 20 10, Guanggu has been heading east, and remote areas such as Liu Fang and Baoxie have become the so-called "Guanggu East". Even the prices of gedian and Huarong in Ezhou have exceeded 10,000 yuan (except Wuhan), while Jiangxia, south of Guanggu, has hardly heard of any major projects landing in recent years (except a Guanggu Nanda Health Industrial Park in Zhengdian).
Therefore, Jiangxia netizens posted a question: Why can't Optics Valley learn from Wuhan's economic development and merge Jiangxia District like Hannan District?
Wu Hanyou 13 administrative regions and 3 national functional regions (not to mention provincial functional regions, each administrative region has more than one). As we all know, in short, there is an organ like the Chinese People's Political Consultative Conference (CPPCC). The ID card can write the place of a certain district in Wuhan, and the functional area is set up for a certain goal (that is, the functional area will be revoked after reaching this goal). Jurisdiction can span administrative regions and organs.
There are many reasons why Wuhan Economic Development Zone should be merged with Hannan District. For example, both places are small, and Hannan is short of money. Take what you need after the merger (1+ 1 is really 2 after the merger). The most important thing is that there is no administrative function in Wuhan Economic Development Zone, and many things are difficult to handle. After the merger, relying on the administrative functions of Hannan District,
First of all, Optics Valley and Wuhan Economic Development Zone are different in nature. Optical Valley, the full name of "East Lake High-tech Development Zone", is entrusted by Hubei Province to manage it. The East Lake High-tech Management Committee is also an agency of Hubei Province, while Wuhan Economic Development Zone, including the East and West Lake Management Committee, is an agency of Wuhan. Wuhan Economic Development Zone and Hannan merged because they belong to the same city, while Optics Valley and Jiangxia District involve the coordination between provinces and cities. Even if Hubei negotiates, it is difficult for the country to agree (Jiangxia+Optics Valley, with an area of 2,500 square kilometers, larger than Shenzhen 1/4, such a large administrative region is not realistic, while Wuhan Economic Development Zone+Hannan is not as big as Dongxihu).
Secondly, Optics Valley shoulders the heavy responsibility of revitalizing eastern Hubei. Optics Valley is not only a high-tech zone in Wuhan, but also a development leader in Hubei. Judging from the development of Wuhan metropolitan area, Optics Valley will certainly radiate to Ezhou and Huangshi, and binding Jiangxia will only make it more burdened and unable to move forward.
Of course, the main reason is that the state has a set of strict standards and procedures for the change of administrative divisions. The change of administrative divisions should not only consider the needs of development, but also consider the inheritance of history and culture. The establishment of functional areas is only to complete a task (or achieve a goal), mainly considering economic issues. In another 20 years, or longer, when the preferential policies of Optics Valley are no longer favorable, the so-called high-tech development zones will not continue to exist.
The reason why national development zones develop faster is actually very simple. The bigger the cake, the more development zones you share, and the fuller your stomach will be. There is only one BOE in Wuhan. I won't go to Huangpi after going to Dongxihu. People go to East and West Lake because you have preferential measures that Huang Bei can't provide.
The purpose of establishing development zones by the state is to make the unit land play a greater role (an acre of land in Optics Valley can create an output value of 1 100 million, while an acre of land in Jiangxia can only create 5 million, for example, which is not actual statistics). To put it simply, it is necessary to introduce high-tech enterprises as much as possible in the core area of 24 square kilometers of East Lake High-tech approved by the state (today, the jurisdiction of Optics Valley is 500 square kilometers, most of which are trusteeship areas, strictly speaking, it does not belong to the scope of development zones approved by the state. If the area is extended to the whole Jiangxia District, the original intention of high-quality land development in national development zones will be lost.
The administrative area made of iron and the functional area of flowing water are unreliable. It is the direction of future development to pin the hope of administrative development on the annexation of functional areas. For example, Dongxihu manages the airport and Huangpi manages Wuhan Airport.
But in the short term, because of the preferential policies given by the state, functional areas will develop faster than administrative areas, so administrative areas need functional areas to drive them (Huangpi needs the Yangtze River New Area and Jiangxia needs the Optical Valley, which is the reason).
When your neighbor is a rich man, your relationship with him as a distant relative is not strong. If he wants to take care of himself for a long time and give you a meal ticket, the best way is to marry them. The reason why Jiangxia people want Optics Valley to annex themselves may be that they consider the needs of long-term development.
It is normal for people to climb high. As a Huangpi person, I also hope that the Yangtze River New Area can merge the whole Huangpi area, but I know this is unrealistic (in fact, everyone wants to be a part of the national development zone, mainly because they have taken a fancy to the high financial income of the national development zone, and they can build a better and faster transportation foundation with the help of the development of the national development zone)
