How to manage the canteen well

Twenty-third qualified schools should set up canteens according to the needs to provide services for students and faculty.

Schools should adhere to the principle of public welfare, not for profit. The canteens of rural compulsory education schools that implement the nutrition improvement plan shall not be contracted or commissioned.

If social forces are introduced to contract or entrust the operation of school canteens, catering service units or qualified catering business units that have obtained food business licenses according to law, can undertake food safety responsibilities and have good social reputation shall be openly selected through bidding.

The school should sign a contract with the undertaker or the entrusted operator according to law, clarify the rights and obligations of both parties in food safety and nutrition and health, assume management responsibilities, urge them to implement the food safety management system, and fulfill their responsibilities in food safety and nutrition and health. The contractor or the entrusted business operator shall conduct business in accordance with laws, regulations, rules, food safety standards and contractual agreements, be responsible for food safety, and accept the supervision of the entrusting party.

Article 24 A school canteen shall obtain a food business license according to law, operate in strict accordance with the business items specified in the food business license, and hang or place the license in a prominent position in the canteen.

Twenty-fifth school canteens should establish a self-inspection system for food safety and nutrition and hygiene. If the operating conditions change and no longer meet the food safety requirements, the school canteen shall be rectified immediately; If there are hidden dangers of food safety accidents, it shall immediately stop food business activities and report to the local food safety supervision and management departments and education departments in a timely manner.

Article 26 School canteens shall establish and implement food safety management systems, and formulate and implement food safety management systems such as cleaning and disinfection of places, facilities and equipment, maintenance and calibration, control and management of the whole process from raw material procurement to food supply, cleaning and disinfection of tableware and drinking utensils, and use and management of food additives in accordance with regulations.

Twenty-seventh school canteens should establish and implement the health management system and the training system for employees. Persons suffering from diseases that hinder food safety as stipulated by the National Health and Wellness Committee shall not engage in the work of contacting directly imported food. Employees engaged in direct contact with imported food shall undergo annual health examination and obtain health certificates before taking up their posts. If necessary, they should be given a temporary health examination.

The health certificate of the employees in the school canteen shall be uniformly publicized in a prominent position in the school canteen.

Employees in school canteens should develop good personal hygiene habits, wash their hands and disinfect before processing and directly handling food, and wear clean work clothes and working caps before entering their jobs.

Employees in the school canteen are not allowed to smoke in the canteen.

Twenty-eighth school canteens should establish a food safety traceability system, and truly, accurately and completely record and save information such as food incoming inspection to ensure food traceability. Encourage canteens to use information technology to collect and retain food business information.

Twenty-ninth school canteens should have places suitable for the variety, quantity and number of food supplied, and keep the environment clean and tidy, without toxic and harmful places.
