Wetland is an important part of fresh water circulation, and its protection and rational utilization are an inseparable part of solving the fresh water crisis. Wetlands are suppliers of fresh water in quantity and quality, so maintaining the health of fresh water wetlands means protecting the fresh water supply. Therefore, the Convention on Wetlands defines the theme of World Wetlands Day in 2003 as "No Wetlands, No Water". Remind people not only to pay attention to fresh water, but also to wetlands. I believe that wetland ecosystem, as the source of fresh water, should be the starting point of all overall water resources management strategies. Protecting the health of wetlands and ensuring the safety of fresh water resources and a large number of food sources are one of the keys to maintaining global sustainable development.
The city and the surrounding wetlands are facing great threats. In fact, the pollution of wetlands is mainly caused by the unreasonable construction of cities, and the destruction of ecological environment in many places is mostly caused by the blind development of cities. This is because the city is the largest and most complex artificial ecological complex created by human beings and the most important carrier for consuming resources and energy. China is in the stage of rapid urbanization. The faster the development, the more serious the damage to the environment and the consumption of resources. As the most vulnerable part of the wetland family and the most direct contribution to the beautiful homeland of mankind, urban wetlands are being seriously threatened and destroyed by rapid urbanization.
Strengthen the protection of urban wetlands in an all-round way, maintain the ecological characteristics and basic functions of urban wetland ecosystem, maximize the ecological, environmental and social benefits of urban wetlands in improving urban ecological environment, beautifying cities, scientific research, popular science education and leisure and entertainment, effectively curb the unreasonable use of wetlands in urban construction, ensure the sustainable use of wetland resources, and realize the harmonious development between man and nature. In recent years, China has made remarkable achievements in wetland protection and management, adopted a series of important measures for wetland protection, and issued and implemented the China Wetland Protection Action Plan. Compiling the National Wetland Protection Project Plan; The state has also taken effective measures to strengthen wetland protection from the aspects of laws and regulations, principles and policies, capital investment and engineering construction. Up to now, 473 wetland reserves have been established in China, and 30 wetlands have been listed in the list of internationally important wetlands of the Convention on Wetlands, covering an area of 55.42 million hectares, protecting 40% of natural wetlands and 33 national key rare waterfowl.
The development of wetland protection in China has stepped onto a new stage and entered a new development period. With the extensive development of wetland protection and the rational utilization of wetland resources, more and more people began to pay attention to the issues related to wetland protection and urban development, discussed the concept, principles and policies of wetland protection, published many monographs, papers and research reports, held many academic conferences, and conducted extensive and in-depth discussions and exchanges on the theory and practice of wetland protection. The core of the problem is summarized as wetland protection and rational utilization. "Give the wetland a city home" and build an urban wetland park is one of the best measures for wetland protection. This is also the full embodiment of the principle of rational utilization of wetland resources advocated by the Wetland Convention.
Urban wetland park integrates eco-tourism and eco-environmental education, and has a wetland landscape complex to protect species and their habitats. It is characterized by typical wetland landscape and beautiful natural scenery, and can be used for people to watch, travel, entertain, rest or carry out scientific and educational activities. The purpose of wetland park is to make scientific and rational use of wetland resources, give full play to the ecological, economic and social benefits of wetlands, provide people with places for recreation and enjoy beautiful natural scenery.
Urban wetland park is a type of wetland park. The development and construction of urban wetland park is not only conducive to mobilizing social forces to participate in the protection and sustainable utilization of wetlands, but also conducive to giving full play to the multi-functional benefits of wetlands and meeting the needs of the public and social and economic development. Through social participation and scientific management, the purpose of protecting wetland ecosystem and maintaining the sustainable development of wetland benefits can be achieved. It is of great significance to improve the regional ecological situation, promote the sustainable development of economy and society and realize the harmony between man and nature.
At present, the United States, Britain, Japan, Australia, Malaysia and other countries have achieved successful experience in the construction and management of wetland parks. With the development of China's social economy, in order to meet the people's growing needs for material and cultural life, some economically developed areas have begun to build wetland parks, such as Zhaoqing Wetland Park in Guangzhou, Xixi National Wetland Park in Zhejiang, Jinghu Wetland Park in Shaoxing, Taizhou Wetland Park in Jiangsu, Wulongjiang Wetland Park in Fujian, Rongcheng Wetland Park in Shandong, Cuihu Wetland Park in Yinchuan, Yellow River Wetland Park in Lanzhou and Tin Shui Wai Wetland Park in Hong Kong. There are more than a dozen wetland parks under construction. Generally speaking, the construction of wetland parks in China is in its infancy. The planning and construction of wetland park is a new work, involving a wide range and strong policy. We should not only practice boldly, but also do all the work actively and steadily to make it develop orderly, actively and healthily.
