The people's governments at or above the county level shall establish and improve the coordination mechanism and working mechanism for AIDS prevention and control, and evaluate and supervise the AIDS prevention and control work undertaken by relevant departments. Fifth people's governments at or above the county level shall incorporate AIDS prevention and control funds into the fiscal budget at the corresponding level. Areas with severe AIDS epidemic should increase financial input to ensure the funds needed for publicity and education, prevention and control, monitoring and testing, care and assistance, supervision and management.
The people's government of the autonomous region shall give financial subsidies to the AIDS prevention and control work in areas with serious AIDS epidemic and poverty-stricken areas.
No unit, organization or individual may occupy, intercept or misappropriate special funds for AIDS prevention and control.
The determination of areas with serious AIDS epidemic situation shall be announced by the administrative department of health of the autonomous region according to the provisions of the administrative department of health of the State Council. Article 6 The health administrative department of the people's government at or above the county level shall be in charge of AIDS prevention and control and daily supervision and management within their respective administrative areas, and other relevant administrative departments shall carry out AIDS prevention and control work according to their respective responsibilities.

Article 8 No unit or individual may discriminate against HIV-infected persons, AIDS patients and their families. The legitimate rights and interests of HIV-infected persons, AIDS patients and their families, such as marriage, employment, medical treatment, and enrollment, are protected by law. Ninth people's governments at all levels and relevant departments should encourage and support citizens, legal persons and other organizations to participate in AIDS prevention and control work, and carry out publicity and education, care and assistance, donations and voluntary services.
Participate in AIDS prevention and public welfare undertakings and enjoy tax incentives according to law. Tenth people's governments at or above the county level and the relevant departments shall commend and reward the units and individuals that have made outstanding contributions in the prevention and treatment of AIDS.
In accordance with the relevant provisions of the state and the autonomous region, subsidies and pensions shall be given to those who are infected with HIV, sick, incapacitated or die because of participating in AIDS prevention and control work or dying in the line of duty.
Personnel directly engaged in AIDS prevention and control work and other personnel engaged in occupational exposure related to AIDS are entitled to post subsidies, and the specific measures shall be formulated by the people's government of the autonomous region. Chapter II Publicity and Education Article 11 People's governments at all levels and relevant departments shall carry out publicity and education activities on AIDS prevention and control in various forms, popularize AIDS prevention and control knowledge, advocate a healthy and civilized lifestyle, and create a good social environment. Twelfth health administrative departments should strengthen publicity and education on AIDS prevention and provide professional guidance and technical support for relevant departments, organizations and individuals to carry out publicity and education on AIDS prevention and control.
Medical and health institutions shall organize relevant personnel to learn the laws, regulations, policies and knowledge of AIDS prevention and control; In the process of consultation, diagnosis and treatment of AIDS, sexually transmitted diseases and other related diseases, medical personnel should carry out publicity and education on AIDS prevention and treatment for patients. Thirteenth population and family planning administrative departments should use the family planning publicity and technical service network to organize AIDS prevention and education. Fourteenth radio, television, newspapers, Internet and other media should set up special topics and columns to publicize AIDS prevention and control knowledge and publish public service advertisements on AIDS prevention and control. The administrative departments of culture, radio and television, press and publication shall supervise and inspect the implementation of publicity and education. Fifteenth education administrative departments should guide and urge institutions of higher learning, secondary vocational schools and ordinary primary and secondary schools to incorporate AIDS prevention knowledge into relevant health education courses, and organize the training of teachers to carry out AIDS prevention publicity and education.
Party schools, administrative colleges and cadre training institutions at all levels should incorporate AIDS prevention and control policies into the training content. Article 16 The administrative department of ethnic and religious affairs shall train religious personnel on AIDS prevention and control knowledge, guide and urge religious personnel to carry out AIDS prevention and control publicity and education for religious personnel. Seventeenth human resources and social security administrative departments and employment agencies should incorporate AIDS prevention knowledge into relevant training and education content when organizing labor export, and provide relevant information services for migrant workers.
The employing unit shall strengthen the propaganda of AIDS prevention and control for migrant workers, and incorporate AIDS prevention and control knowledge into job training and safety education.
