Temporary occupation of grasslands and construction of engineering facilities directly serving grassland protection and animal husbandry production on grasslands below 70 hectares shall be examined and approved in accordance with the authority prescribed by provinces, autonomous regions and municipalities directly under the Central Government.
Temporary land use refers to land owned by state-owned or farmers' collectives that needs to be used temporarily due to engineering construction and geological exploration and is no longer needed after the completion of construction or exploration, but does not include land temporarily used by buildings or other facilities.
