Chapter I General Provisions Article 1 In order to strengthen the management of film screening in our city, maintain normal working order and better serve the construction of two civilizations, these measures are formulated in accordance with the relevant provisions of the state and provincial governments and combined with the actual situation of our city. Article 2 These Measures shall apply to the management of all 35mm film projection units in our city that are operated externally and used internally. Third city and county (city) cultural administrative departments are the competent departments of the film projection units in our city, responsible for the inspection and guidance of the film projection units; Organize related business activities and technical exchanges.

Film distribution and projection companies at all levels are responsible for the specific business management of film projection units. Article 4 The activities of film projection units shall take social benefits as the highest criterion, resolutely implement the Party's principles and policies, and strictly abide by national laws and regulations and various rules and regulations. Chapter II Management of Examination and Approval for Opening Article 5 Any newly-built or rebuilt film projection unit shall apply to the municipal cultural administrative department in advance, which shall be incorporated into the overall development plan of the municipal cultural undertakings, and the construction and purchase of equipment can only be started after approval. Article 6 A film projection unit applying for business operation must meet the following conditions:

(1) Having a name that meets the requirements;

(2) Having film projection equipment that meets the standards;

(three) according to the requirements of management personnel and business personnel;

(4) Having a performance screening place and safety fire prevention facilities that meet the requirements;

(5) Having a clear business nature and scope of activities;

(6) Having sound rules and regulations. Article 7 A projection unit applying for business opening shall submit a written application to the municipal administrative department for culture, and apply for a business license to the administrative department for industry and commerce only after passing the examination. Article 8 If a film projection unit fails to start business for half a year or stops business for more than one year after obtaining a business license, it shall be deemed to have automatically stopped business. If it starts business again, it shall go through the formalities for examination and approval of business opening again. Chapter III Operation and Management Article 9 Film screening shall comply with the following provisions:

(a) arrive on time according to the specified time, and don't miss the scene;

(two) shall not cancel the short film screening, shall not delete the film screen;

(three) the interval between each game shall not be less than thirty minutes;

(four) without the approval of the administrative department of culture, no film without distribution channels shall be shown. Domestic projection units are not allowed to sell tickets abroad without authorization;

(five) the film projection equipment used should be safe and reliable, and meet the prescribed technical indicators;

(six) when the film is shown, it should not be broken, rotten, rotten, and not leak the beginning and end of the film, and the picture should be clear and stable. Tenth film projection units should be equipped with propagandists and artists; It is necessary to set up film promotion galleries and billboards to introduce film content in a timely manner. Eleventh film projection units should be required to report the statistical report of film projection. Twelfth film projection units should establish and improve various accounts, strict procedures, strengthen economic accounting. It is necessary to pay the film on time to rent friends, and it is strictly forbidden to pay less or miss it. Thirteenth film projection units should strictly implement the ticket management system, and shall not raise or lower the ticket price without authorization. Chapter IV Service Management Article 14 Staff members shall stick to their posts and fulfill their duties. The projectionist shall abide by the operating rules, and the film special correspondent shall receive and deliver the film on time, and shall not let others receive and deliver the film on his behalf. Article 15 The service personnel of a film projection unit shall abide by the following provisions:

(1) Dress neatly, wear uniform signs and provide civilized services;

(2) Do a good job in on-site sanitation;

(3) Maintain good order in the venue, and manage fire exits, venue facilities and safe exits according to regulations. Sixteenth propagandists and artists should promptly publicize the contents and artistic features of the films shown every day, and the publicity contents should be healthy, vivid, accurate and complete. Seventeenth broadcasters should promptly publicize the contents of the film and the audience's instructions on the same day, as well as short-term and long-term film previews. Eighteenth the audience should abide by the following provisions:

(a) Queue up to buy tickets for entry and exit. Drunk people and mental patients are prohibited from entering, and flammable, explosive and highly toxic chemicals, weapons and articles that hinder public health are prohibited;

(two) to abide by the order of the venue, and shall not interfere with the normal work of the staff;

(three) take good care of public property, do not damage facilities and graffiti;

(four) pay attention to hygiene, do not spit, do not throw fruit peels, stones and debris;

(five) in case of fire and other abnormal situations, obey the command of public security personnel and staff;

(six) shall not resell movie tickets. Chapter V Penalties Article 19 In violation of the provisions of Article 5 of these Measures, the cultural administrative department shall not go through the formalities for examination and approval of the opening of film screening places without authorization. Twentieth in violation of the provisions of Article seventh and Article eighth of these measures, the film projection unit that opens without authorization shall be punished by the administrative departments of culture, public security and industry and commerce in accordance with relevant laws and regulations. Twenty-first in violation of the provisions of Article 12 of these measures, the film projection unit that intentionally omits or underreports the film rent shall be fined ten times the amount of omission or underreporting. Twenty-second in violation of the provisions of article thirteenth of these measures, the administrative department of price and culture shall give economic sanctions according to the relevant provisions.
