Regulations of Linfen Municipality on Promoting the Comprehensive Management of Rural Environmental Sanitation

Chapter I General Provisions Article 1 In order to promote and strengthen the comprehensive management of rural environmental sanitation, protect and improve the rural living environment, and promote the construction of beautiful and livable villages and ecological civilization, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to all areas within the administrative area of this Municipality except the built-up areas of cities and counties (cities, districts) and the built-up areas of towns where the county people's governments are located.

The term "comprehensive management of rural environmental sanitation" as mentioned in these Regulations refers to the activities of rural environmental sanitation infrastructure construction, garbage disposal, sewage treatment, agricultural non-point source pollution control, optimal maintenance of village appearance and its supervision and management. Article 3 The comprehensive management of rural environmental sanitation shall follow the principles of government leading, territorial management, villagers' autonomy, comprehensive management, adapting measures to local conditions and paying attention to actual results. Article 4 The people's governments of cities and counties (cities, districts) shall strengthen the organization and leadership of the comprehensive management of rural environmental sanitation, establish a working mechanism of grading responsibility for the comprehensive management of rural environmental sanitation in cities, counties (cities, districts), townships (towns) and villages, and incorporate the comprehensive management of rural environmental sanitation into the local national economic and social development plan. Incorporate the funds needed for the comprehensive management of rural environmental sanitation into the fiscal budget at the corresponding level, establish a long-term and stable capital investment mechanism, and implement the rural environmental improvement.

The administrative departments of agriculture and rural areas, finance, planning and natural resources, housing and urban and rural construction, ecological environment, health, market supervision and management, water conservancy and transportation of the people's governments of cities and counties (cities, districts) shall, within their respective functions and duties, supervise and manage the comprehensive management of rural environmental sanitation. Article 5 Township (town) people's governments shall be responsible for the specific work of comprehensive management of rural environmental sanitation within their respective administrative areas, formulate specific implementation measures for comprehensive management of rural environmental sanitation, organize the implementation of planning and construction of environmental sanitation projects and comprehensive management of environmental sanitation in public areas (including state-owned mountains, water, fields, gardens, roads, etc.). ), and guide and urge the units and individuals within the jurisdiction to carry out comprehensive management of rural environmental sanitation.

The villagers' committee shall formulate measures for comprehensive management of environmental sanitation in the village, organize villagers to participate in the project construction, management and supervision of comprehensive management of rural environmental sanitation, and organize units and individuals in the region to do a good job in comprehensive management of environmental sanitation. Article 6 People's governments at all levels shall take relevant measures to promote the reform and innovation of the system and mechanism of comprehensive management of rural environmental sanitation, encourage social capital to participate in comprehensive management of rural environmental sanitation, encourage enterprises, social organizations and volunteers to participate in comprehensive management of rural environmental sanitation, and organize activities to create health villages and health families. Seventh people's governments at all levels and relevant state organs, organizations, enterprises, institutions and villagers' committees shall strengthen publicity and education on comprehensive management of rural environmental sanitation, and encourage and guide villagers to participate in comprehensive management of rural environmental sanitation. Radio, television, newspapers, internet and other media should strengthen public welfare propaganda and public opinion guidance on the comprehensive management of rural environmental sanitation. Article 8 People's governments at all levels and villagers' committees should take cultivating social morality and raising villagers' awareness of environmental sanitation as an important part of cultivating and practicing socialist core values and developing rural spiritual civilization, guide rural residents to develop good health behaviors and civilized habits, and form a civilized fashion of social concern and public participation in comprehensive management of rural environmental sanitation. Ninth any unit or individual has the right to persuade or report acts that damage the village appearance and rural environment. After receiving the report, the people's governments at all levels and their relevant departments shall promptly investigate and deal with it. Chapter II Infrastructure Construction Article 10 The people's governments of cities and counties (cities, districts) shall strengthen the infrastructure construction of rural environmental sanitation in accordance with the requirements of the comprehensive management plan of rural environmental sanitation and in combination with local conditions.

Rural environmental sanitation infrastructure includes:

(a) drinking water, gas, heating and drainage facilities;

(two) public toilets, domestic waste, construction waste and sewage treatment facilities;

(3) Roads, green spaces and landscaping facilities;

(four) straw, plastic film, feces, slaughter waste, sick and dead livestock and poultry treatment facilities;

(five) other rural environmental sanitation infrastructure. Eleventh rural environmental sanitation infrastructure construction projects shall, in accordance with the relevant provisions of the state and the province, handle administrative licensing according to law.

Rural health infrastructure such as rural sanitary toilets, garbage and sewage treatment shall conform to the compulsory technical norms and standards of the state and the province. Twelfth city, county (city, district) people's government should co-ordinate the construction of rural environmental sanitation infrastructure, according to the needs of the implementation of * * * * enjoyment, to avoid duplication of construction, reduce the cost of governance. Thirteenth rural environmental sanitation infrastructure owners should establish and improve the management system, clear management responsibilities, responsible for daily maintenance and maintenance, to ensure normal use. Owners can also entrust qualified professional institutions or natural persons for management through public bidding. Article 14 People's governments at all levels shall take measures to encourage and support rural residents to use clean energy such as natural gas, coal-bed methane and solar energy, so as to increase the popularization rate of clean energy in rural areas.
