Regulations of Zhuzhou Municipality on the Administration of Urban Dog Raising

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the provisions of relevant laws and regulations and in the light of the actual situation of this Municipality in order to strengthen the management of dog-raising in cities, standardize the dog-raising behavior in cities, safeguard the health and personal safety of citizens, and maintain the city appearance, environment and social order. Article 2 These Regulations shall apply to the management activities such as dog going out, registration, epidemic prevention, barking disturbing the people, no feeding, no entry, no business, no adoption and so on. Urban built-up areas, county built-up areas and other areas determined by the municipal and county (city) people's governments within the administrative area of this Municipality.

Where there are other provisions in laws and regulations on the management of military dogs, police dogs, guide dogs and special-purpose dogs kept by zoos, scientific research institutions, professional performance groups and other units, such provisions shall prevail. Article 3 The people's governments of cities and counties (cities, districts) shall establish a coordination mechanism for urban dog management, and organize public security, urban management, agriculture and rural areas, health and hygiene, market supervision and management, finance and other departments to carry out urban dog management according to their respective responsibilities.

The public security organ is the competent department of urban dog management.

Neighborhood offices and Township People's governments shall assist the relevant administrative departments to carry out the management of urban dog raising. Article 4 Dog owners shall keep dogs in accordance with the law and in a civilized manner, and shall not harm the legitimate rights and interests of others.

Residents' committees, owners' committees, property service enterprises, relevant industry associations, animal protection organizations, news media and other natural persons, legal persons and unincorporated organizations cooperate and support the management of urban dog breeding through publicity, persuasion, supervision and autonomous management. Fifth public security organs and other relevant administrative departments shall support residents' committees, owners' committees, property service enterprises, relevant industry associations and animal protection organizations to carry out dog-raising autonomous management and property management.

In areas where there are many complaints about illegal dog-raising, the local public security organs will take the lead and carry out rectification in conjunction with relevant administrative departments, sub-district offices, township people's governments, residents' committees, owners' committees, property service enterprises, relevant industry associations and animal protection organizations. Encourage owners and volunteers to participate in rectification. Article 6 Any unit or individual who discovers illegal dog-keeping behavior may report or complain through the public service hotline 12345 and the alarm telephone number 1 10. After receiving reports and complaints, the relevant administrative departments shall verify the handling and inform the informants or complainants of the handling.

The relevant administrative departments that accept reports or complaints shall keep confidential the informants or complainants and protect their legitimate rights and interests. Chapter II Going out, Registration and Epidemic Prevention Article 7 Dog owners or dog managers shall observe the following norms after taking their dogs out:

(1) Lead the dog with a leash less than two meters. Dogs should not be allowed to get close to others on the grounds that they don't bite. Tighten dog leashes in corridors, elevators and other crowded places, and carry or hug dogs.

(two) immediately remove the feces excreted by clean dogs. Eighth dog owners or dog managers should take safety measures to prevent dogs from hurting others.

If the dog owner or dog manager fails to take safety measures and causes the dog to hurt others, he shall immediately send the victim to a medical institution for diagnosis and treatment, and pay medical expenses in advance. If the victim is a person with limited or no capacity for civil conduct, the dog owner shall also notify his guardian immediately.

If a public security organ finds a dog wounding or receives a report of the dog wounding, it shall detain the dog and send it to an animal clinic and other institutions for observation to confirm whether it has rabies. Ninth dog owners should apply for urban dog registration. Every household or every legal person or unincorporated organization is limited to one dog.

If a dog gives birth to a puppy, the dog owner shall transfer the over-limit dog within three months from the date of birth of the puppy.

Dogs that have been registered by the public security organs according to law and exceed the limit before the implementation of these regulations may continue to be kept, except for dangerous dogs. Article 10 Dog owners shall, in accordance with the provisions of the Law of People's Republic of China (PRC) on Animal Epidemic Prevention and the Measures for Implementing the Law of People's Republic of China (PRC) on Animal Epidemic Prevention in Hunan Province, carry out compulsory immunization against rabies on their dogs, carry out harmless treatment on dead dogs and do a good job in other epidemic prevention work such as isolation of sick dogs.

If the dog is more than three months old, the dog owner shall send the dog to an animal clinic for primary immunization against rabies within fifteen days, and then strengthen the immunization once a year. If the requirements of rabies prevention and control technical specifications and vaccine instructions on immunization time are adjusted, such provisions shall prevail.

The cost of compulsory rabies immunization for dogs shall be borne by the dog owner. Eleventh city dog management information management:

(a) dogs should be implanted with electronic chips and wear smart dog tags. Administrative management is integrated with electronic chips such as business services and smart dog tags.

(2) Dog owners are responsible for keeping dog registration, immunization and other information. The realty service enterprise shall master the dog-raising information within the realty management area. The residents' committee shall master the dog-raising information in this area.

The public security organs and the competent departments of agriculture and rural areas shall take measures to facilitate the people, and handle urban dog registration, dog rabies immunization, chip implantation and intelligent dog-raising licenses at the same place.

The expenses of electronic chips and smart dog tags shall be borne by the dog owners. The specific cost standards for electronic chips and smart dog cards are approved by the municipal price department and announced to the public.
