HSE management system is a trinity management system. H (health) means that people are physically free from diseases and psychologically in a good state. S (safety) refers to efforts to improve working conditions and overcome unsafe factors in the process of labor production, so that labor production can be carried out smoothly on the premise of ensuring the health of workers, the loss of enterprise property and the safety of people's lives; E (environment) refers to the sum total of various natural forces or functions closely related to human beings and affecting human life and production activities. It includes not only the combination of various natural factors, but also the combination of ecological relations formed between human beings and natural factors. Because safety, environment and health management are inextricably linked in the actual work process, health, safety and environment are integrated.
HSE is the abbreviation of health, safety and environmental management system. HSE management system is an organic whole consisting of organizations, responsibilities, practices, procedures, processes and resources, which are organically combined through advanced, scientific and systematic operation modes to form a dynamic management system.
This system was first proposed by internationally renowned petrochemical enterprises. 1996+ 10, the Subcommittee of ISO/TC67 SC6 issued ISO/CD 14690 "Health, Safety and Environment Management System for Oil and Gas Industry". 1June 1997, China petroleum and natural gas group company formulated enterprise standards sy/t6276-1997 "health, safety and environment management system for oil and natural gas industry" and SY/T6280- 1997 "petroleum earthquake" with reference to iso/CD1990. In February, 20001year, China Petrochemical Group Company issued Safety, Environment and Health (HSE) Management System of China Petrochemical Group, Safety, Environment and Health (HSE) Management Specification for Oilfield Enterprises, Safety, Environment and Health (HSE) Management Specification for Refinery and Chemical Enterprises and Safety, Environment and Health (HSE) for Construction Enterprises and Sales Enterprises. Environmental and Health (HSE) Management Specification, Guidelines for the Preparation of HSE Implementation Procedures for Grass-roots Teams of Oilfield Enterprises, Guidelines for the Preparation of HSE Implementation Procedures for Production Workshops (Devices) of Oil Refining and Chemical Enterprises, Guidelines for the Preparation of HSE Implementation Procedures for Oil Tanks and Gas Stations of Sales Enterprises, Guidelines for the Preparation of HSE Implementation Procedures for Engineering Projects of Construction Enterprises and Guidelines for the Preparation of HSE Responsibility Implementation Plans of Functional Departments have formed systematic HSE management system standards.
The HSE management system requires organizations to conduct risk analysis to determine the possible hazards and consequences of their own activities, so as to take effective preventive and control measures to prevent their occurrence and reduce possible personal injuries, property losses and environmental pollution. It emphasizes prevention and continuous improvement, and has a high degree of self-restraint, self-improvement and self-motivation mechanism, so it is a modern management model and one of the modern enterprise systems.
