Article 1 In order to implement the three-child birth policy and supporting measures, improve the life registration management system, improve the population monitoring system, optimize the birth service mechanism, and promote the long-term balanced development of the population, these measures are formulated in accordance with the Guiding Opinions of the General Office of the National Health and Wellness Commission on Perfecting the Birth Registration System and the Regulations of Guangdong Province on Population and Family Planning (hereinafter referred to as the Regulations) and other relevant provisions.
Article 2 These Measures shall apply to the birth registration of the registered population in this province and the birth registration of the registered population in other provinces living in this province. Where laws, regulations and rules provide otherwise, such provisions shall prevail.
Article 3 Birth registration is the basic work to improve the population monitoring system, accurately grasp the fertility status and service demand of the masses, and provide timely fertility services.
The term "birth registration" as mentioned in these Measures refers to the administrative act of issuing birth registration certificate to the registrant when the birth registration institution handles the birth registration.
The term "birth registration institution" as mentioned in these Measures refers to the township, street health work institution or agricultural and forestry field directly under the county level or above (hereinafter referred to as the institution). Agencies may, according to the actual situation, entrust qualified village (neighborhood) committees to accept and produce birth registration materials.
The term "registrant" as mentioned in these Measures refers to the person who intends to give birth or has given birth to a child and goes to the handling institution for birth registration.
Article 4 The birth registration certificate is a certificate issued by the agency when handling the birth registration for the registrant, and it is not used as the basis for whether the relevant fertility behavior conforms to the provisions.
Fifth to carry out birth registration work should adhere to the combination of administration according to law and convenience services; On-site processing and online processing are combined, and online processing is the main method.
Article 6 Anyone who gives birth to a child shall apply for birth registration.
Article 7 The registrant shall go through the birth registration before the birth of the child. If the birth registration has not been completed, it shall be reissued in time after the birth of the child.
Article 8 A registrant may apply for birth registration at the domicile or current residence.
Ninth couples who intend to have children should hold their ID cards or household registration books, fill in and submit the "Guangdong Birth Registration Form" in the handling agency or online platform.
Those who have not registered for marriage should hold their ID card or household registration book, fill in and submit the "Guangdong Birth Registration Form" in the handling agency or online platform.
If the registrant's ID card or household registration book can obtain electronic proof, it does not need to be submitted.
Article 10 The handling agency shall verify the marriage and childbirth of the registrant through relevant information systems, faxes, letters and emails.
Article 11 The agency shall handle the birth registration within 5 working days after the registrant submits the birth registration materials, issue the Guangdong Birth Registration Certificate, and generate an electronic license for the relevant departments to call.
Twelfth township and street health institutions where the registrant's household registration is located shall cooperate with the current residence to do a good job in information verification, and give feedback within 3 working days from the date of receiving the request for verification of the current residence.
Thirteenth current residence for birth registration institutions for birth registration, it should be within 5 working days after registration through the relevant information system to inform the registration results of the township, street health institutions where the domicile.
The township and street health institutions where the household registration is located shall timely input the birth registration information of the registrant into the relevant information system.
The birth registration information of the household registration personnel from other provinces is entered by the current residence.

Medical and health institutions at all levels should share the pregnancy check-up and delivery information of pregnant women with the population information system of Guangdong Province in a timely manner.
The agency shall, according to the information enjoyed by the medical and health institutions, take the initiative to collect the information of the personnel who have not yet registered their births, and do a good job in registration after checking with the parties.
Fifteenth agencies can not verify the basic information of the registrant and the marriage and childbearing situation, it should be based on its commitment to handle the birth registration within the prescribed time limit.
Article 16 An agency shall disclose the basis, time limit, registration form style, service commitment and other information on the website and office.
Seventeenth registrants for birth registration, the first reception or acceptance of the staff should be warm reception, serious answers, full service, from one to the end.
Eighteenth agencies after accepting the birth registration, should be completed within the time limit stipulated in these measures; If it is necessary to extend the time limit due to special circumstances, it may be extended for 5 working days with the approval of the person in charge of the agency, but the applicant shall be informed in writing.
Nineteenth registrants due to work, health and other reasons it is not convenient to personally go to the agency to handle, you can entrust a third person to handle, by the agency in accordance with the provisions.
Twentieth the whole process of network management, real-time query processing progress and results. Promote the application of electronic licenses and cross-regional one-line communication.
Article 21 If a registrant conceals the real situation, falsifies facts or makes false promises to obtain a birth registration certificate, the agency shall correct it according to law.
Article 22 If the staff of the handling institution neglects their duties, engages in malpractices for selfish ends or makes things difficult for the masses in the process of handling birth registration, the person directly responsible and the person in charge of the institution shall be investigated for legal responsibility according to law.
Article 23 The birth registration certificate shall be numbered. This number is automatically generated by the system and is unique in the province.
Article 24 The Guangdong Provincial Health Commission shall be responsible for the interpretation of these Measures.
Article 25 These Measures shall come into force on May 1 day, 2022, and shall be valid for 5 years. The Administrative Measures of Guangdong Provincial Health and Wellness Commission on Birth Registration and Re-birth Approval (Guangdong Health Regulation [2021] No.2) shall be abolished at the same time. Where the previous provisions are inconsistent with these Measures, these Measures shall prevail.
