In order to resolutely implement the spirit of "the house is for living, not for speculation", strengthen the supervision of the second-hand housing market, and promote the stable and healthy development of the real estate market in our city, the relevant matters are hereby notified as follows:
First, standardize the listing of second-hand housing.
Real estate intermediaries should conduct self-examination of listed houses, and simultaneously match the online price range of similar houses in the near future when releasing the information of houses, so as to improve the transparency of market price information. Strengthen the control of the listing price of second-hand houses, and promptly eliminate abnormal houses whose listing price is obviously higher than the reasonable transaction price of the property.
Two, the establishment of second-hand housing transaction reference price release mechanism.
Taking residential quarters as a unit, referring to the transaction price and evaluation price of second-hand housing, the reference price of second-hand housing in residential quarters is formed, and it is piloted in key and hot areas and promoted in the city in due course. The reference price of second-hand housing transactions is regularly published on the official website of Shaoxing Housing and Urban-Rural Development Bureau, WeChat official account and other online platforms.
Third, the application of the reference price of second-hand housing transactions in finance and credit.

Four, severely crack down on illegal acts of intermediaries.
Real estate intermediary agencies shall not publish information about houses that are significantly higher than the reasonable transaction price, nor speculate on house prices in the name of "school district housing", nor induce community owners to participate in driving up house prices. Intermediaries and employees who violate laws and regulations, such as publishing false advertisements, publishing false housing information, maliciously driving up housing prices, taking the opportunity to speculate on school districts, and fabricating false statements about rising housing prices, take measures such as interviews, public notification, suspension of online signing, and inclusion in the "blacklist" of industry dishonesty according to laws and regulations, and those suspected of committing crimes are transferred to judicial organs for handling.
Five, establish and improve the normalized information release mechanism.
Strengthen publicity and guidance of public opinion, release real estate policy information to the society in a timely, comprehensive, objective and accurate manner according to law, respond to social concerns in a timely manner, and stabilize market expectations. Strengthen the restraint and control of information released by real estate development enterprises, intermediaries, media and other market entities, and severely crack down on all kinds of speculation.
