Notice on Adjusting the Policy for Returned Persons (No.20, 2022)
Recently, the overseas and domestic epidemic situation is severe and complicated, showing multiple and sporadic trends. In order to further implement the general strategy of "external defense investment and internal defense rebound" of the joint prevention and control mechanism in the State Council, and better protect the health and life safety of the general public, the control policy of foreign (returning) border control personnel in our city has been adjusted as follows after research by the Office of COVID-19 Epidemic Prevention and Control Headquarters:
First, report in advance. People outside the city (returning) must truthfully report through the "Shiyuban APP" three days in advance; Or fill in the report truthfully and submit it through the entrance of "Alipay-Henan Affairs Office-Reporting to (Back to) Henan".
Second, in Kaifeng North Station, Kaifeng Railway Station, Songcheng Road Station, Lankao Railway Station, Lankao high-speed railway station, as well as epidemic prevention and control service points at the entrance of expressways and national highways, all the people coming (returning) to the border will be checked for negative health code and nucleic acid detection within 48 hours, and those with abnormal health code will be disposed of according to relevant procedures. If the health code is green, but there is no negative certificate of 48-hour nucleic acid detection, free nucleic acid detection will be carried out at the epidemic prevention and control service point, without waiting for the result, that is, take it and go, and chase it.
Three. Please fill in the information such as the source of incoming call scanning code truthfully. Those who lied or deliberately concealed information, causing the epidemic to spread and endangering public safety, will be investigated for legal responsibility according to the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases, the Law of People's Republic of China (PRC) on Public Security Administration Punishment and other relevant laws and regulations.
Four, the city's foreign (returning) frontier staff, must take the initiative to do a nucleic acid test within 24 hours after arriving at the frontier branch, and then into the city's normalized nucleic acid test.
People coming (returning) from low-risk areas (middle and high-risk areas in other parts of the county) within five or seven days should take the initiative to report to their communities (villages) and cooperate with the implementation of "three-day two inspections" and other related measures.
This policy will be implemented from 0: 00 on July 5, 2022, and the above measures will be dynamically adjusted according to the epidemic situation in our city.
