When did the Basic Medical Care and Health Promotion Law come into effect?

The Basic Medical and Health Promotion Law of People's Republic of China (PRC) is a law formulated in accordance with the Constitution for the purpose of developing medical and health undertakings, ensuring citizens to enjoy basic medical and health services, improving citizens' health level and promoting the construction of a healthy China.

20 19, 19 was adopted by the 15th meeting of the 13th the National People's Congress Standing Committee (NPCSC) on February 28th, and will be implemented on June 30th, 2020.

On September 7th, 20 18, the 13th the National People's Congress Standing Committee (NPCSC) announced the legislative plan (*** 1 16). The Basic Medical and Health Promotion Law of People's Republic of China (PRC) is in the first category: a relatively mature draft law that will be submitted for deliberation during its term of office.

20 19 12.28 was adopted at the 15th meeting of the 13th NPC Standing Committee.

The meanings of the following terms in this Law:

(1) The main health indicators refer to life expectancy per capita, maternal mortality, infant mortality and mortality of children under five years old.

(2) Medical and health institutions refer to grass-roots medical and health institutions, hospitals and professional public health institutions.

(3) Primary medical and health institutions refer to township hospitals, community health service centers (stations), village clinics, infirmary, outpatient departments and clinics.

(4) Professional public health institutions refer to centers for disease control and prevention, professional disease prevention institutions, health education institutions, emergency centers (stations) and blood stations.

(5) Medical and health personnel refer to medical practitioners, assistant medical practitioners, registered nurses, pharmacists, inspection technicians, imaging technicians, rural doctors and other health professionals.

(6) Essential drugs refer to drugs that meet the needs of essential drugs for disease prevention and control, adapt to the current basic national conditions and security capabilities, have appropriate dosage forms, are reasonably priced, can guarantee supply, and can be obtained fairly.

Legal basis:

Article 110 of the Basic Medical Care and Health Promotion Law This Law shall come into force on June 1 2020.
