Article 4 The people's governments of cities and counties (districts) shall strengthen their leadership over the management of city appearance and environmental sanitation, improve the management system of city appearance and environmental sanitation, incorporate city appearance and environmental sanitation into the national economic and social development plan, establish a diversified investment mechanism with public finance as the mainstay and social funds as the supplement, and improve the management level of city appearance and environmental sanitation. Fifth city and county (District) people's government in charge of city appearance and environmental sanitation department is responsible for the administrative area of city appearance and environmental sanitation management.
Development and reform, public security, civil affairs, finance, natural resources and planning, ecological environment, housing and urban construction, transportation, water conservancy, health and hygiene, administrative examination and approval services, market supervision and management departments shall, according to their respective functions and duties, do a good job in the management of city appearance and environmental sanitation.
Township people's governments and sub-district offices shall, in accordance with their duties, organize and implement the management of city appearance and environmental sanitation in their respective jurisdictions.
Villagers' committees and residents' committees shall assist township people's governments and sub-district offices in the management of city appearance and environmental sanitation, and mobilize and organize villagers and residents to maintain city appearance and environmental sanitation. Article 6 The people's governments of cities and counties (districts) shall accelerate the digitalization, refinement and intelligence of urban management, popularize and apply the digital urban management mode, optimize and upgrade the platform of smart city management system, and improve the efficiency and level of city appearance and environmental sanitation management. Seventh city appearance and environmental sanitation departments and other relevant departments shall organize publicity and education, study and train city appearance and environmental sanitation laws, regulations and scientific knowledge, and enhance citizens' sense of responsibility for city appearance and environmental sanitation.
Radio, television, newspapers, internet and other media should carry out publicity on public welfare of city appearance and environmental sanitation, and strengthen public opinion supervision on illegal acts of city appearance and environmental sanitation. Article 8 All units and individuals shall respect the work of sanitation workers and shall not hinder or obstruct their normal work.
Sanitation enterprises should actively improve the working conditions of sanitation workers, protect the legitimate rights and interests of sanitation workers according to law, and gradually improve the wages and welfare benefits of sanitation workers.
Encourage units and individuals to provide sanitation workers with free temporary rest, drinking tea, heating meals, shelter from the wind and rain and other convenient services. Article 9 All units and individuals have the right to enjoy good city appearance and environmental sanitation, have the obligation to maintain city appearance and environmental sanitation, and have the right to discourage and report acts that affect city appearance and environmental sanitation. Chapter II System of Responsibility Zones Article 10 The system of responsibility zones shall be implemented in the management of city appearance and environmental sanitation, and the responsibilities of relevant responsible persons shall be defined.
The term "city appearance and environmental sanitation responsibility area" as mentioned in these Regulations refers to the buildings, facilities and places owned, used or managed by the relevant units and individuals and the surrounding areas within a certain range. Article 11 The county (District) people's government shall, jointly with the township people's government and the subdistrict office, be responsible for the urban appearance and environmental sanitation in accordance with the following provisions:
(a) public areas such as urban roads, squares, overpasses, underpasses, and public sanitation facilities such as public toilets and garbage transfer stations shall be in charge of the administrative departments determined by the people's governments at or above the county level or the township people's governments and sub-district offices;
(two) streets, residential areas, by the Township People's government, street offices; Professional property management of residential areas, in accordance with the property service contract by the property service enterprises;
(three) the management area of organs, organizations, troops, enterprises, institutions and other units shall be in charge of this unit;
(four) airports, stations, parking lots, bazaars, culture, sports, entertainment, parks and other public gathering places, by the management unit;
(five) railways, tunnels, rivers, waters and coastal areas, by the management unit;
(6) National highways and provincial highways shall be the responsibility of the highway management organization of the Municipal People's Government, and county roads and township roads shall be the responsibility of the transportation department of the county (District) people's government or the Township People's government;
(seven) the reserve land is responsible for the management and protection unit; The land to be built is the responsibility of the land use right holder; The construction site shall be the responsibility of the construction unit, and the construction period shall be the responsibility of the construction unit;
(eight) merchants along the street, all kinds of stalls around by operators;
(nine) other buildings (structures) or facilities, venues, etc. Responsible by the owner, user or manager; Where the owner, user and manager have an agreement on management responsibilities, such agreement shall prevail.
The scope of the area of responsibility is divided according to the scope of land for buildings or facilities, from the street direction to the outer edge of the sidewalk, from the adjacent direction to the land boundary.
If the responsible area or person is unclear, it shall be determined by the local township people's government or sub-district office. If the responsibility area across administrative regions is not clear, it shall be determined by the competent department of city appearance and environmental sanitation at the next higher level.
