Interim Provisions of Qingdao Municipality on the Administration of Women's and Children's Health Care

Chapter I General Provisions Article 1 In order to strengthen the management of women's and children's health care and ensure the health of women and children, these Provisions are formulated in accordance with the relevant provisions of national laws and regulations and combined with the actual situation of this Municipality. Article 2 These Provisions shall apply to the health care services for women who enter puberty and after puberty and children under 6 years old (hereinafter referred to as health care objects) within the administrative area of this Municipality.

These provisions shall not apply to the treatment of diseases whose health care objects are beyond the scope of health care services. Article 3 The municipal, municipal and district health administrative departments in Qingdao are the departments in charge of women's and children's health care under the people's governments at the same level. Its main responsibilities are:

(a) to publicize and implement the laws, regulations, rules and policies related to the health care of women and children;

(two) the preparation of women's and children's health care development plans and plans;

(3) Organizing women's and children's health care and scientific research activities;

(four) the implementation of supervision and inspection of women and children's health care services;

(five) the implementation of birth control technical guidance and family planning technical quality supervision and management;

(six) to deal with disputes between medical and health institutions and medical and health care objects;

(seven) other duties as determined in these Provisions.

The specific management of women's and children's health care is the responsibility of the maternal and child health care management institutions designated by the health administrative departments of Qingdao and cities and districts. Article 4 Departments of planning, civil affairs, family planning, finance, prices, taxation, education, labor, personnel, etc. must cooperate with health administrative departments to do a good job in women's and children's health care within the scope of their respective duties. Article 5 To carry out health care for women and children, we should adhere to the principle of giving priority to prevention and serve to reduce maternal and infant mortality, birth defects, the incidence of common diseases among women and children and improve the quality of the population. Article 6 The health care rights enjoyed by women and children shall be protected by law.

All units and individuals should support and encourage women and children to participate in health care.

This Municipality shall provide key health care services to women and children under the age of 3 during pregnancy and postpartum statutory maternity leave (hereinafter referred to as key health care targets). Article 7 Health care for women and children shall be incorporated into the national economic and social development plan.

People's governments at all levels should strengthen their leadership over women's and children's health care work, incorporate the reduction of maternal and infant mortality into the responsibility objectives of government leadership positions at the corresponding level, and provide favorable conditions for the development of women's and children's health care.

The people's governments at or above the county level shall create conditions, establish scientific research institutions for maternal and child health care, and encourage and support relevant educational and scientific research activities. Chapter II Health Care Institutions Article 8 The maternal and child health care centers established in Qingdao and various cities and districts are specialized institutions that specifically implement women's and children's health care services. Its main responsibilities are:

(a) to participate in the implementation of women's and children's health care development plans and plans;

(two) according to the division of labor, responsible for the investigation, registration and filing of health care objects;

(three) to undertake tasks related to health care services and guide designated units of maternal and child health care to carry out health care services;

(4) Training relevant professional and technical personnel;

(five) to carry out health research activities;

(six) to cooperate with the health and epidemic prevention departments to do a good job in vaccination and prevention and control of infectious diseases;

(seven) other duties as determined in these Provisions. Article 9 Hospitals, health centers (institutes), out-patient departments, clinics and other medical institutions (including medical institutions established by government agencies, military units, enterprises, institutions or individuals) that meet the requirements after examination by the administrative department of health can be identified as designated units for maternal and child health care and undertake health care services within the prescribed scope.

For streets and villages that have no medical institutions or have medical institutions, but do not have the conditions to be designated units for maternal and child health care, local maternal and child health care institutions shall set up institutions or determine professional and technical personnel to undertake their maternal and child health care services. Tenth designated units of maternal and child health care must meet the following basic conditions:

(a) there are places, equipment, instruments and other facilities to meet the needs of medical and health care services;

(2) Having specially trained medical and health care professionals to meet the needs of medical and health care services;

(3) Having safety and hygiene conditions and measures that meet the requirements of medical and health care services;

(4) Other conditions stipulated by the Ministry of Health.

The basic conditions of maternal and child health care at all levels shall be implemented in accordance with the provisions of the Ministry of Health. Eleventh was identified as the designated unit of maternal and child health care, by the Qingdao municipal health administrative department issued a designated unit of maternal and child health care logo and certificate; The signboard must be hung in a prominent position at the door of the designated maternal and child health care unit. Twelfth professional and technical personnel engaged in women's and children's health care services shall meet the following basic conditions:

(a) in line with the requirements of the "medical ethics standards for medical personnel" stipulated by the Ministry of Health;

(2) graduated from secondary medical school or equivalent;

(three) more than 2 years of clinical practice experience;

(four) familiar with the professional knowledge and skills of women and children's health care;

(5) Being in good health;

(6) Other conditions as determined in these Provisions. Thirteenth women and children's health care professional and technical personnel to implement the certificate system. Professional and technical personnel engaged in women's and children's health care services must receive the training of professional knowledge and skills related to women's and children's health care, and be assessed by the health administrative department, and post certificates will be issued after passing the examination. The post certificate shall be uniformly printed by the health administrative department of Qingdao.
