Pilot Work Arrangement of Through-training Applied Talents in Higher Vocational Colleges in Heilongjiang Province
Overview of the through-training program for applied talents in higher vocational colleges and undergraduate colleges: the number of students enrolled in each class of pilot higher vocational colleges should not exceed 30.
According to the plan, the first batch of pilot higher vocational colleges choose the national "double-high" colleges and their core majors that serve the needs of key industries in Heilongjiang Province, as well as the majors that are urgently needed by provincial "double-high" medical colleges to serve epidemic prevention and control and big health industries, and then appropriately expand to provincial "double-high" colleges and higher vocational colleges and their majors that are closely connected with key industries in Heilongjiang Province. The pilot universities are mainly applied universities, and other high-level universities are encouraged to participate in the pilot.
Specific to the pilot scale, the "Program" said that in principle, there should be no more than four pilot majors in each school of national higher vocational colleges (two in each professional group), no more than two professional groups in national higher vocational colleges (agricultural vocational colleges can add 1 agricultural major), and 1 major is urgently needed in provincial "double high" medical colleges for epidemic prevention and control and big health industry. The number of classes in each major in pilot higher vocational colleges is generally no more than 2, and each class enrolls no more than 30 students.
According to the Program, the students who sign up for the pilot training of applied talents in higher vocational colleges and universities (hereinafter referred to as "higher vocational undergraduate training") refer to the candidates who took the general college entrance examination in Heilongjiang Province that year, entered the higher vocational (junior college) level, passed the examination, and were admitted to the corresponding undergraduate colleges to continue their studies.
Undergraduate colleges and universities dominate the teaching tasks of five-year courses throughout the process.
In terms of training form, the "Program" points out that the requirements of integrated training will be strictly implemented, and the teaching steering committee of the pilot specialty of "higher education and higher education integration" will be established with higher vocational colleges and cooperative enterprises as the leading factor to jointly determine the enrollment specialty, enrollment scale, training scheme and curriculum.
The Program requires that undergraduate colleges and higher vocational colleges should cooperate with enterprises to build a team of "high-quality" and "double-qualified" teachers. Undergraduate colleges and universities should lead the five-year course teaching task, especially to offer public basic courses and professional basic courses such as college English, mathematics and physics in accordance with the requirements of wide caliber and thick foundation and undergraduate standards. Full-time teachers in higher vocational colleges and part-time teachers in enterprises not only cooperate with the teaching tasks of basic courses, but also undertake teaching guidance work such as practical teaching, training, 1+X certificate pilot, vocational skills competition and so on.
Regarding the question of how to assess during the transition period, the "Program" clearly stipulates that undergraduate colleges and higher vocational colleges should jointly formulate assessment standards and assessment methods, and announce them to students within one month of freshmen's admission.
The evaluation is led by undergraduate colleges and universities, and the time is generally at the end of the second academic year. Those who pass the exam will go through the admission formalities of "college-upgraded undergraduate" in the spring semester of the third academic year, and enter undergraduate study in the autumn semester of the fourth academic year after completing the specialist training plan; Students who fail to pass the examination will not be trained in the undergraduate stage, and will continue to study in the same or similar major in our school according to the graduation standard of junior college; Students who have passed the examination voluntarily withdraw from the "high-level integration" training plan, and can be transferred to the same or similar major to continue their studies according to the requirements of college graduation.
Students who sign up for the pilot project of "Connecting Higher Education with Higher Education" have been registered as junior college students in the first three years, and higher vocational colleges will manage their student status according to regulations. Students who have passed the transfer examination will be transferred to the docking undergraduate colleges in the form of undergraduate promotion, and the undergraduate colleges will manage their student status according to the regulations. During the training period, in principle, students are not allowed to transfer to another school or major.
