With the expansion of government cloud market year by year, the competition in related industries is further intensified. At present, the participating manufacturers in government cloud market can be roughly divided into four categories: first, basic telecommunications enterprises represented by China Telecom and China Mobile; Second, traditional IT technology enterprises represented by Inspur Cloud and Huawei Cloud; Third, Internet companies represented by Alibaba Cloud, Tencent Cloud and Baidu Cloud; Fourth, the system integrator represented by Digital China. In short, all kinds of cloud players have different backgrounds, but they are bound to win the government cloud market.
High-end market that cannot be ignored
So, why did the cloud service giants choose the government cloud market? This may be inseparable from the characteristics of the government cloud market itself.
First of all, the government cloud market is huge. According to the "China government cloud Development White Paper (20 18)" issued by China Information and Communication Research Institute, by 20021,government cloud will occupy 43.8% of the domestic cloud computing market with the scale of 81300 million yuan, which is almost half of the cloud service industry in China. According to the forecast of Forward-looking Industry Research Institute, the China government cloud market will continue to develop from 2002 to 2026, and the market scale is expected to reach 280 billion yuan by 2026, with huge growth potential in the future.
Secondly, the continuous introduction of favorable policies is helping government cloud to accelerate its landing. From the implementation plan of government information system integration in 20 17 to the notice of deepening the implementation plan of "Internet+government services" and promoting the "one network, one door, one time" reform of government services in 20 18, various favorable policies were continuously introduced, which greatly accelerated the landing speed of local government cloud.
Far from it, the "Digital Yunnan" project initiated by the Yunnan provincial government in June 2065438+2009 increased the estimated total investment to 103344 billion yuan, and the number of local government cloud projects reached 2 10. This project alone has attracted many giants including China Mobile, Huawei Cloud and Tencent Cloud, showing the great attraction of the local government cloud project.
In addition, the arrival of the epidemic has further catalyzed the speed of the government on the cloud. According to the data of the Ministry of Industry and Information Technology compiled by Prospective Research Institute, the growth rate of China government cloud market from 20 18 to 2020 is 3 1.3%, 25.7% and 42.3% respectively, and the growth rate of government cloud in 2020 is more than 10 percentage point compared with the previous two years, so it is not difficult to see the impact of the epidemic on the industry.
It is reported that among the 334 prefecture-level administrative regions in China, 235 prefecture-level administrative regions have built or are bidding for the construction of government cloud, accounting for more than 70% of the total. Looking ahead, the upgrading of local government cloud will bring new growth opportunities.
Huawei Cloud leads.
According to IDC's "Introduction to Integration and Innovation —— Research Report on Government Cloud Service Operation Market in 2020", Huawei Cloud's market share in government cloud reached 32.2%, ranking first in government cloud, China (IaaS). Compared with the same period of last year, Huawei Cloud has maintained a rapid growth of about 20.3% while occupying nearly 30% of the government cloud market share, which has shown obvious Matthew effect. In the long run, this Matthew effect is the result of Huawei's long-term accumulation.
First of all, its business in government cloud started relatively early, so it has accumulated quite rich construction experience in government cloud project construction. The particularity of customer identity in government cloud market determines that the expansion of government cloud market is stricter than the promotion of general enterprise cloud projects, and the process of building trust between cloud service enterprises and local governments is also a long process, so preconceived brands are often more dominant.
As an ICT operator, Huawei has been maintaining close cooperation with state-owned enterprises such as PetroChina, Sinopec and China Mobile. This cooperative relationship makes it play a special and important role in promoting the state-owned enterprises to participate in the local informatization construction, which also plays a positive role in its participation in the local government cloud construction. Its 20 12 data center project (intelligent oilfield project) jointly built with PetroChina in Karamay, Xinjiang is the earliest example of its promotion of local government cloud project.
Due to its early start, Huawei Cloud has set an excellent benchmark effect in the government cloud market, and Huawei has occupied a leading position in two core markets in government cloud. According to the published data of government cloud's infrastructure market share in 2020, the top six vendors will account for 90% of the total market share in 2020, of which the top four vendors in the public cloud market will account for 82% and the top three vendors in the private cloud market will account for 87%. Whether in the public cloud market or the exclusive cloud market, Huawei Cloud ranks in the top three.
Secondly, Huawei Cloud has a complete cloud technology ecosystem and channel sales capabilities. In terms of operational capability, Huawei Cloud Stack System launched by Huawei can help customers realize the unified management of cloudy multi-resource pools, support the mixed deployment of Huawei Kunpeng and x86 architecture, have multi-level operation and maintenance capabilities, flexibly adapt to the organizational structure of government and enterprises, and realize a cloud from the user's perspective. In terms of service innovation, through the unified Huawei Qingtian architecture, customers can be provided with a cloud service experience consistent with Huawei Cloud in the local data center, and 10 cloud service technologies including AI, big data, IoT and blockchain can be synchronized.
In addition, Huawei Cloud also cooperates with 1000+ISV partners to provide 2000+ joint solutions for government and enterprise customers. Through the hybrid cloud zone of Huawei Cloud Market, customers can obtain a large number of high-quality industry applications with one click on the local management interface, forming an eco-cloud service experience.
At the same time, Huawei Cloud has set up representative offices in more than 30 provincial administrative regions (local and regional integration), and the general manager stationed in the city has been sinking to seize the local government cloud market, making its government cloud business grow from more than 9 billion a few years ago to more than 17 billion in 2020. This method was also used for reference by Tencent Cloud and Alibaba Cloud, and was widely promoted.
Alibaba Cloud is aggressive.
Alibaba Cloud, as the leader of the domestic cloud market, will not miss the big cake of government cloud. In recent years, Alibaba Cloud has actively launched an offensive, which has directly impacted Huawei Cloud, Inspur Cloud and other manufacturers.
According to the data provided by Future Think Tank, Alibaba Cloud's market share in government public cloud has reached 23% in 2020, only 9 percentage points lower than Huawei's 32%. According to the data of central government procurement network, by the third quarter of 2020, Alibaba Cloud's market share in cloud computing procurement of central state organs has exceeded 50%, covering many departments including Ministry of Human Resources and Social Security and Ministry of Communications.
In addition to the central authorities, Alibaba Cloud has also reached a number of cooperation with local government departments. At present, it has provided technical support services for digital government systems in Beijing, Zhejiang, Jiangsu, Guizhou and other provinces and cities. Considering all aspects, Alibaba Cloud can catch up with Huawei Cloud and Inspur Cloud in government cloud market, which is inseparable from its strong technical strength and application ecology.
On the one hand, Alibaba Cloud's complete self-developed technology system can meet the requirements of government industries for the independent control of IT information system supply chain. For example, Tian Fei system, a cloud operating system developed by Alibaba Cloud, can realize "multi-core in one cloud and multi-state in one cloud", and can adapt to different technical architectures such as X86 and ARM, as well as various scene application forms such as local cloud computing, on-site cloud computing nodes and edge cloud computing. In addition, it also has self-developed architecture Shennong architecture, storage system Pangu, self-developed cloud native database PolarDB, and self-developed AI chip Optical 800, which makes it form a self-developed product system from the bottom hardware to the middle layer and then to the application layer.
The huge and rich application of self-developed technology products has enabled Alibaba Cloud to adapt to the application conditions of complex government cloud scenes to the greatest extent, and greatly enhanced the flexibility and controllability of government cloud.
On the other hand, with the improvement of government cloud's industry maturity, Alibaba Cloud's comprehensive ecological ability in integrating its own security, PaaS services and government data operation has been recognized and valued by government departments. Compared with before, today's government cloud market is increasingly transforming from "business on the cloud" to "data intelligence". For example, the emergence of various convenience service applications, such as travel code, health code and national anti-fraud application promotion, which were widely used during the epidemic period, is an important embodiment of government cloud's extension to the application field.
In this context, vendors that integrate cloud ecosystems, such as IaaS, PaaS, SaaS, and DaaS (data as a service), are more favored by government departments. Alibaba Cloud has built a huge cloud ecosystem with years of deep cultivation in the field of government and enterprise business, which gives it a strong competitive advantage in competing with a single cloud service provider for local government cloud projects. According to the published data, since 20 18, only the urban brain project in Alibaba Cloud has been launched in more than ten cities such as Hangzhou, Shanghai, Macau and Haikou, and other local projects are also being further promoted.
Tianyiyun followed closely.
Looking at the whole industry, Alibaba Cloud and Huawei are powerful, but the influence of the "national team" represented by Tianyiyun in the government and enterprise cloud market should not be underestimated.
According to the data provided by IDC, in 2020, the market size of government cloud in China will be 810.40 billion yuan, and Tianyiyun will be in the forefront of government cloud with a market share of 25.3%. It is reported that Tianyi Cloud has hosted more than 20 provincial-level government cloud and more than 300 local government cloud, participated in the construction of more than 1 1,000 smart city projects, and has become the leader of cloud services for domestic communication operators. Tianyiyun can come this far because of its unique resources.
First of all, its status as a cloud service "national team" gives it an "innate advantage" in obtaining government projects. Although the technical strength and resource capacity of cloud vendors are given priority in government cloud projects, good political and business relations and resources are also indispensable for the approval of government and enterprise projects. As one of the few "clouds" in state-owned enterprises, Tianyiyun has always firmly occupied the head position, and it is naturally more promising to win more important government orders when its resource capacity is not lost to other enterprises.
Secondly, Tianyi Cloud, backed by the "big tree" of China Telecom, is obviously superior to other cloud service providers in receiving local resource information and expanding channels. As one of the three major operators in China, China Telecom has stores all over the country, even sinking all the way to the township level, which makes it know the news of local government cloud project construction like the palm of its hand and can grasp the project resources in advance. At the same time, the network of stores all over the country makes it unnecessary to set up another team to develop sinking county-level projects like Alibaba Cloud and Huawei Cloud, and only needs to make full use of local resources to realize the promotion and sales of cloud business.
Finally, thanks to the support of its parent company, China Telecom, Tianyi Cloud has almost no upper limit on technology research and development, which makes it a top cloud service provider in all core cloud technologies. In recent years, Tianyi Cloud, in combination with its status as a network operator, has vigorously promoted cloud network convergence and upgraded Tianyi Cloud technology in an all-round way. In the latest version 4.0, the technical capability of "multi-core in one cloud, polymorphism in one cloud and consistent architecture in one cloud" has been realized, which is comparable to top manufacturers such as Huawei Cloud and Alibaba Cloud.
The "national team" represented by Tianyiyun is constantly narrowing the gap with the head cloud service providers with its powerful strength in many aspects. According to the latest revenue data of Tianyiyun in 20021year, Tianyiyun achieved revenue of 27.9 billion in 20021year, which has exceeded the total revenue of Alibaba Cloud in the first three quarters (26.4 billion yuan). It is worth noting that Tianyiyun achieved a growth rate of 100% in the past year, far exceeding Alibaba Cloud's 33%. At this rate, it is only a matter of time before Tianyiyun catches up with Alibaba Cloud.
Integration has become the new focus of competition in government cloud.
It is worth noting that with the gradual maturity of the government cloud market, the "integrated solution", which represents a brand-new solution, is becoming the new focus for the head cloud service vendors to compete for the government cloud market.
First of all, after a long period of construction, government cloud's infrastructure cloud has been nearly completed, and then turning to "overall coordinated operation" has gradually become an inevitable trend.
As mentioned above, the current service providers in government cloud, whether Huawei Cloud, Alibaba Cloud Cloud or Tianyi Cloud, have achieved the full-scenario technical capability and full-stack capability of "one cloud is polymorphic and one cloud is multi-core", and can provide government and enterprise users with distributed cloud experiences of continuous services such as IaaS (Infrastructure as a Service), PaaS (Platform as a Service), SaaS (Software as a Service) and DaaS (Data as a Service). This brand-new cloud service model is not only the knowledge of major cloud service providers, but also the latest response to the changes in government cloud market conditions.
Second, no matter what kind of players, it is the core to return to "users" and expand the value of service construction. For government agencies, whether digital government is a smart city or not, its core expectation for cloud services is to reduce the management costs of government departments and change service functions. Therefore, in the construction of government cloud, the core expectation of government departments is to improve the digitalization ability of government departments without increasing government personnel and capital investment, which is also one of the core considerations for manufacturers to participate in the construction of government cloud.
In this sense, the convenient, flexible and local government cloud construction is the core demand of local government cloud construction. To achieve this requirement, the related cloud service providers must need stronger technical strength, and integration represents this technical requirement to some extent.
In a word, whether it is the development requirement of the market itself or the core demand of users, integration vendors have become the next core development direction of government cloud. With the involvement of various vendors, it is foreseeable that the competition in the integrated cloud industry will become the next focus.
