Hygienic code for centralized drinking water supply device

Chapter I General Provisions

Article 1 In order to strengthen the hygiene supervision and management of centralized drinking water supply units (hereinafter referred to as centralized water supply units) and ensure that drinking water meets relevant hygiene requirements, this specification is formulated in accordance with the Measures for Hygienic Supervision and Management of Drinking Water.

Article 2 This Code specifies the sanitary requirements for water source selection and sanitation protection, drinking water production, pollution incident reporting and treatment, water quality inspection and employees of centralized water supply units.

Third urban centralized water supply units (including self-built centralized water supply units) must abide by this specification. Rural centralized water supply units can refer to this specification.

Article 4 The health administrative departments of local people's governments at various levels shall be responsible for supervising the implementation of this Code within the scope of their respective duties.

Chapter II Water Source Selection and Health Protection

Fifth centralized water supply units should choose water sources with good water quality, abundant water and easy protection. The water intake point should be located in the upstream of cities and industrial and mining enterprises.

Article 6 The selection of water sources for new construction, reconstruction and expansion of centralized water supply projects shall be based on long-term and short-term urban planning, water quality, hydrology, hydrogeology, environmental impact assessment data over the years, sanitary conditions and endemic diseases in water intake points and nearby areas, etc., and shall be comprehensively evaluated in terms of hygiene, environmental protection, water resources and technology, and can only be used as water supply sources after passing the water quality monitoring and hygienic evaluation by the local health administrative department.

Article 7 The water quality of water supply sources shall conform to the provisions of the state on drinking water sources. When the water quality does not meet the national drinking water source quality regulations, it shall not be used as a drinking water source. If it is necessary to use it, the corresponding purification process should be adopted, and the treated water quality should meet the requirements and be recognized by the local health administrative department.

Article 8 The drinking water source protection areas shall be designated by the departments of environmental protection, health, public security, urban construction, water conservancy, geology and mineral resources, and reported to the local people's government for approval and promulgation. Water supply units shall set up fixed billboards in the protection areas to implement the corresponding water source protection work.

Article 9 All relevant units shall strictly implement the cross-regional drinking water source protection areas and related pollution prevention and control plans determined by the relevant river basin, regional and urban economic and social development plans.

Tenth surface water source health protection must comply with the following provisions:

1. Fishing, cage culture, berthing, swimming and other activities that may pollute the water source are strictly prohibited in the waters with a radius of 100m around the water intake point.

Two, the water intake upstream 1000 meters to downstream 100 meters shall not be discharged into industrial wastewater and domestic sewage; In the coastal protection zone, waste residue shall not be piled up, warehouses and storage places for toxic and harmful chemicals shall not be set up, docks for loading and unloading garbage, feces and toxic and harmful chemicals shall not be set up, industrial wastewater or domestic sewage shall not be used for irrigation and application of refractory or highly toxic pesticides, toxic gases and radioactive substances shall not be discharged, and activities that may pollute the water quality in this section of the water shall not be engaged.

Three, centralized water supply with rivers as the water supply source, by the water supply unit and its competent department in conjunction with the health, environmental protection, water conservancy and other departments, according to the actual needs, a certain range of rivers beyond the upstream 1000 meters of water intake point can be designated as water source protection areas, and the discharge of pollutants in the upstream can be strictly controlled.

Four, rivers affected by tides, the scope of drinking water intake upstream and downstream and coastal water source protection areas should be expanded accordingly, and its scope should be determined by water supply units and their competent departments in conjunction with health, environmental protection, water conservancy and other departments.

Five, as a source of drinking water reservoirs and lakes, should be based on different situations, the water around the water intake point or the whole water area and its coast as a water source protection area, and according to the provisions of the first and second paragraphs.

Six, the open channel and culvert of drinking water sources, should focus on protection, to prevent pollution and water loss.

Eleventh underground water source health protection must comply with the following provisions:

A, drinking water underground water source protection areas, structures, scope of protection and radius of influence, should be based on the geographical location of drinking water sources, hydrogeological conditions, water supply, mining methods and the distribution of pollution sources, by the water supply unit and its competent departments in conjunction with the health, environmental protection and planning and design, hydrogeology and other departments to study and determine.

Second, within the influence radius of a single well or a group of wells, industrial wastewater or domestic sewage shall not be used for irrigation and application of refractory or highly toxic pesticides, seepage toilets and seepage pits shall not be built, waste residue shall not be piled up or drainage channels shall not be laid, and activities that destroy deep soil layers shall not be engaged.

Three, industrial wastewater and domestic sewage are strictly prohibited into seepage pits or wells.

Four, artificial recharge water quality should meet the requirements of drinking water quality.

Chapter III Hygienic Requirements for Drinking Water Production and Reporting and Handling of Pollution Incidents

Twelfth centralized water supply units should be equipped with and abide by the laws, standards and technical specifications related to drinking water hygiene management.

Thirteenth centralized water supply units should establish and improve the drinking water hygiene management rules and regulations.

Fourteenth centralized water supply units should have leaders in charge and full-time or part-time personnel to manage drinking water hygiene.

Fifteenth in the new construction, renovation and expansion of centralized water supply projects, centralized water supply units need to apply to the local health administrative department for preventive health supervision. Water supply engineering design must conform to the relevant national water supply design norms and standards.

Sixteenth centralized water supply units equipped with water purification equipment and facilities must meet the requirements of water purification process, there must be disinfection facilities, and ensure the normal operation.

Seventeenth drinking water transportation, storage and distribution facilities should be closed, and it is strictly forbidden to connect with drainage facilities and non-domestic drinking water pipe network.

Article 18 Products related to the hygiene and safety of drinking water used by centralized water supply units must conform to the national hygiene and safety standards and the relevant provisions on product quality, and can be used in centralized water supply units only after holding the approval document of hygiene license issued by the health administrative department of the people's government at or above the provincial level.

Nineteenth centralized water supply units in the procurement of products related to the hygiene and safety of drinking water, should obtain the product hygiene license approval documents, and acceptance. Only after passing the inspection can they be put into storage for use, and stored in the raw material warehouse according to varieties and batches to avoid mixing and pollution.

Twentieth self-built drinking water supply system, without the approval of the local health and construction administrative departments, shall not be connected with the urban water supply system.

Twenty-first centralized water supply units should strengthen the quality management of water sources, water sources, water purification, water storage and water distribution facilities, and establish water sources, cleaning, disinfection and maintenance systems and operating procedures to ensure the quality of water supply.

Twenty-second all kinds of water storage equipment should be cleaned and disinfected regularly; The end of the pipe network should be cleaned regularly to prevent water pollution.

Twenty-third new water treatment equipment, facilities, pipe network before production, as well as equipment, facilities, pipe network repair, must be strictly washed, disinfected, qualified by water quality inspection before the official water supply.

Twenty-fourth water treatment agent and disinfectant dosing and storage room should be well ventilated, anti-corrosion, moisture-proof, equipped with safety precautions and accident emergency treatment facilities, and measures to prevent secondary pollution.

Twenty-fifth centralized water supply units shall not directly discharge untreated sludge into the waters of the first-class protection zone of surface drinking water sources.

Twenty-sixth centralized water supply units should delimit the scope of production areas. Within 30 meters of the periphery of the production area, good sanitary conditions shall be maintained, living quarters shall not be set up, seepage toilets and pits shall not be built, and garbage, feces, waste residue and sewage channels shall not be piled up.

Twenty-seventh independent pumping stations, sedimentation tanks and clean water pools within 30 meters of the periphery, the health requirements are the same as those of centralized water supply units.

Twenty-eighth centralized water supply units shall formulate and implement preventive measures for water intake, water delivery, water purification, water storage and water distribution, and strengthen inspection to prevent pollution incidents.

Article 29 When drinking water quality is polluted or suddenly deteriorated for unknown reasons, or water-borne diseases break out, centralized water supply units shall immediately take emergency measures and report to the local health administrative department and the construction administrative department in the fastest way. And timely carry out water quality testing and submit a treatment report.

Chapter IV water quality inspection

Thirtieth centralized water supply units must establish water quality inspection room, equipped with inspection personnel and equipment suitable for the scale of water supply and the requirements of water quality inspection. Responsible for water quality testing of source water, purified structure water, factory water and pipe network water.

Thirty-first water quality inspection should implement the whole process quality control. Water quality inspection method should adopt the national drinking water inspection method.

Article 32 The selection of sampling points shall meet the following requirements:

Sampling points should be representative, and should be located in water intakes, outlets of centralized water supply units and frequent water use points for residents. The sampling point of pipe network water is generally calculated by setting a point for water supply for every 20 thousand people. When the water supply population is below 200,000 and 1 10,000 or more, it can be increased or decreased as appropriate. Among all sampling points, some points should be selected in the places where water quality is easy to be polluted and the old parts of pipe network system. The selection of specific sampling points should be determined by the water supply unit and the local health administrative department according to the specific conditions of the region.

Thirty-third centralized water supply units should carry out drinking water inspection according to the relevant provisions of the higher authorities, and their determination items and inspection frequency should at least meet the following requirements. (See attached table)

When the test result exceeds the limit of water quality index in Hygienic Standard for Drinking Water (200 1), the test should be repeated immediately and the monitoring frequency should be increased. When the water quality inspection results exceed the standard continuously, we should find out the reasons and take effective measures to prevent the harm to human health.

When the water source is selected or changed, all routine inspection items specified in Table 1 of Hygienic Standard for Drinking Water Quality (200 1) and related items that the water source may be polluted by a certain component shall be tested.

Thirty-fourth self-built centralized water supply units that do not have the conditions of water quality inspection shall entrust an inspection agency that has passed the measurement certification to conduct inspection according to the above requirements.

The inspection items and frequency of harmful substances outside this table are determined by the local health administrative department and water supply unit according to the specific situation.

Thirty-fifth water quality inspection records should be complete and clear, and the files should be well preserved.

Thirty-sixth centralized water supply units shall establish a monthly report, annual report and pollution emergency reporting system for water quality testing data, and the water quality testing data shall be submitted to the local health administrative department and the construction administrative department in accordance with relevant regulations. The monthly report of water quality testing data shall be submitted before the following month 10, and the annual report shall be submitted before the following February 10.

Chapter V Hygienic Requirements for Employees

Thirty-seventh persons directly engaged in water supply and water supply management must have a health examination every year. You can't go to work until you get a diagnosis.

Anyone who suffers from dysentery, typhoid fever, viral hepatitis, active tuberculosis, suppurative or exudative dermatosis and other diseases or pathogen carriers that hinder drinking water hygiene may not directly engage in water supply management.

Thirty-eighth personnel directly engaged in water supply and management should receive health knowledge training before taking up their posts and once a year after taking up their posts. Without health knowledge training or unqualified training, no one may take up his post.

Thirty-ninth employees of centralized water supply units should maintain good personal hygiene habits and behaviors. Smoking is not allowed in the production site, and activities that hinder the hygiene of drinking water are not allowed.

Chapter VI Supplementary Provisions

Article 40 The meanings of the following terms in this Law are:

Domestic drinking water: centralized water supply units directly provide drinking water and domestic water to residents, and the water quality must ensure the safety of residents' lifelong drinking.

Cities: municipalities directly under the central government, cities and towns established by the state according to the administrative system.

Centralized water supply: centralized water supply, unified purification and disinfection, and then transported to users through water pipe network. Self-built centralized water supply: the centralized water supply mode built by each unit except the waterworks at all levels built by the urban construction department.

Products related to the hygiene and safety of drinking water: refer to new materials and chemicals such as connecting water-stop materials, plastic and organic synthetic pipes, fittings, protective coatings, water treatment agents, descaling agents, water quality processors, etc., which come into contact with drinking water in the process of drinking water production and water supply.

Personnel directly engaged in water supply and management: personnel engaged in water purification, sampling, testing, sanitary management of secondary water supply, and cleaning of pools and water tanks.

Article 41 The Ministry of Health shall be responsible for the interpretation of this Code.

Article 42 This Code shall come into force as of 200 1 year 1 month1day.
