The "Regulations (Draft)" implements regional management of dog management, which is divided into strict management areas and general management areas. Chengguan District, Qilihe District, Anning District and Xigu District are strictly managed areas, while Yongdeng County, Yuzhong County, Gaolan County and Honggu District are general managed areas. Strictly manage the dog registration, annual inspection and rabies compulsory immunization system within the jurisdiction; The comprehensive management area implements the rabies compulsory immunization system.
Strictly manage the jurisdiction, and individuals are not allowed to raise large dogs and strong dogs; The breed and quantity of dogs raised by a unit shall be approved by the registration authority. The "Regulations (Draft)" also clarifies legal responsibilities. Failing to register within the time limit, the unit shall be fined between 1000 yuan and 5,000 yuan, and the individual shall be fined between 200 yuan and 1000 yuan. Dogs should be confiscated and handed over to the dog detention center.
Dogs entering the forbidden area shall be ordered to make corrections; Those who refuse to make corrections shall be fined 200 yuan. Abandoning, maltreating or arbitrarily executing dogs or abandoning dog carcasses, the urban management department shall order it to make corrections, and may impose a fine of 100 yuan but not more than 500 yuan.

In terms of immunization and registration, the "Regulations (Draft)" clarifies the responsible departments for dog immunization, registration and annual examination. The public security organ shall establish an electronic file for dog registration. It is worth mentioning that although the "Regulations (Draft)" also stipulates that people are not allowed to take public transport such as buses, trams, ferries and subways. Take a taxi with the driver's consent, and clearly stipulate the areas where dogs are not allowed to enter. These are not applicable to blind people carrying guide dogs and severely disabled people carrying disabled dogs.
The "Regulations (Draft)" draws on the experience of setting up dog reception centers in other places to treat and dispose of stray dogs. Urban management administrative law enforcement departments shall set up a dog reception center in accordance with the principles of rational layout and standardized management, and be responsible for receiving, inspecting and handling abandoned, stray and confiscated dogs. At the same time, support and encourage folk dog rescue organizations to engage in dog rescue activities; Dog rescue agencies shall not engage in dog business activities.

2. In rural areas, because every family has a yard, dogs should be kept in the yard and kept in captivity, and dogs should not be scattered and left home.
3. The family dog should go to the local police station to apply for a dog license in time, and the unit dog should go to the public security management detachment of the Municipal Public Security Bureau for annual inspection.
4. Go to a regular animal clinic every year to vaccinate dogs with rabies vaccine.

8. Dog owners should consciously train their dogs to prevent dogs from hurting people and disturbing people, and don't interfere with the normal life of others because of raising dogs.

Article 6 of the Measures for Dalian to Implement the Regulations on Dog Breeding Management in Liaoning Province (implemented by 1996, and revised by some laws and regulations around 2007) stipulates that the urban areas of Zhongshan District, Xigang District, Shahekou District, Ganjingzi District, Jinzhou District and Lushunkou District of Dalian and the urban areas where the county (city) people's government is located are the key dog management areas. Other cities outside this city are general dog management areas.
Remote bungalows in urban areas can be managed by local public security organs outside urban areas (Zhongshan District, Xigang District, Shahekou District and Ganjingzi District are managed by municipal public security organs); Towns outside urban areas may be managed in accordance with urban areas upon the decision of the county (city) District People's Government.
Article 7 stipulates that urban residents (villages) are only allowed to keep one dog per household; Only the number of dogs allowed by the unit shall be approved by the public security organ according to the needs.
