City, county (city) district spiritual civilization construction steering committee office is responsible for the planning, implementation, guidance and coordination, supervision and inspection and evaluation of the promotion of civilized behavior within their respective administrative areas. Sixth city, county (city) District People's government should promote civilized behavior into the national economic and social development plan, the required funds should be included in the fiscal budget at the corresponding level.

(twelve) other uncivilized behaviors that should be focused on. Fifteenth city, county (city) District People's government should establish a comprehensive management mechanism for uncivilized behavior, and organize the work of uncivilized behavior management.
Public security, urban management and market supervision and management departments shall investigate and deal with illegal and uncivilized behaviors according to law. Sixteenth schools should carry out civilized behavior and civilized etiquette education, promote students to develop civilized behavior habits, and control uncivilized behavior on campus.
Guardians of minors should strengthen the education of civilized behavior of minors and stop and correct uncivilized behavior of minors in time.
