1 Scope This standard specifies the basic requirements of the HSE management specifications of XX enterprises (hereinafter referred to as enterprises) and the implementation procedures of the enterprise HSE management system, and is applicable to the HSE management of enterprises. 2 Reference Standards The clauses contained in the following standards constitute the clauses of this standard through reference in this standard. The contents of the review include the problems existing in safety, environment and health management, policies, laws and regulations, and the new objectives proposed due to changes in external conditions. 3.8 Resources, personnel, funds, facilities, equipment, technology, etc. Necessary for implementing the safety, environment and health management system. 3.9 Safety, environment and health management system refers to the whole organization, responsibilities, practices, procedures, processes and resources for implementing safety, environment and health (hereinafter referred to as HSE) management. 3. 10 does not conform to any event that can directly or indirectly cause casualties, occupational diseases, property losses and environmental pollution; Violation of operating standards and rules and regulations; Deviate from the requirements of the management system. 3. 1 1 The management representative is a person appointed by the top leader to perform HSE management functions on behalf of the top leader of the enterprise. 3. 12 The recipient under the owner's contract is an individual, partner, company or group who signs a lease in a certain area and pays according to the requirements of the lease. 3. 12 The supplier under the contractor's contract is an individual, department or partner employed by the owner or operator to complete a certain job or provide services. 3. 13 A supplier under a supplier contract refers to an individual, department or partner who provides raw materials, materials, facilities and equipment for the owner or operator. Elements of 4HSE management system HSE management system consists of ten elements (see figure 1). Figure 1 The ten elements of the continuously improved HSE management system are closely related and penetrate each other, so as to ensure the systematicness, unity and standardization of the system. Enterprises shall establish and abide by the procedures of national laws, regulations and standards related to HSE. Enterprises are the main body of HSE management system implementation, and the top managers of enterprises and secondary units should define HSE management representatives and HSE management system organizations according to the requirements of this standard; Establish HSE management committee and HSE management department; Clarify and implement HSE responsibilities of organizations and personnel at all levels. Based on the investigation and analysis of HSE status quo, a concise and applicable implementation procedure of enterprise HSE management system is compiled. When there are no relevant provisions in system standards and HSE specifications, appropriate enterprise standards or rules and regulations can be selected. Enterprises should establish an assessment, reward and punishment system for HSE objectives, HSE performance, HSE responsibilities and HSE performance of organizations and personnel at all levels. Enterprises should carry out various forms and levels of HSE training, and convey the specific requirements of the Implementation Procedure of Enterprise HSE Management System to all employees and interested parties, which should be implemented by employees and interested parties. The Implementation Procedure of Enterprise HSE Management System was issued and implemented with the approval of the top management of the enterprise. Enterprises should achieve continuous improvement through audit and review, and constantly improve the HSE management level. 4. 1 leadership commitment, policy objectives and responsibilities 4. 1. 1 It is generally stipulated that the company should have clear commitments and documented policy objectives in HSE management, and the senior management can continuously improve the company's HSE performance by providing resources, evaluating and auditing. 4. 1.2 leadership commitment 4. 1.2. 1 commitment principle a) The top managers of enterprises and secondary units are the first responsible persons for HSE, and they should make a documented commitment to HSE, ensure that the commitment is transformed into human, financial and material support, and ensure that the HSE management procedures established by their own units are effective to employees and society. B) Managers at all levels should set a correct example of behavior through the HSE example of their posts, and constantly strengthen and reward the correct HSE behavior. C) Managers at all levels shall ensure that all employees, contractors and other relevant personnel can provide timely information feedback and actively participate in the continuous improvement of HSE. 4. 1.2.2 commitment requirements a) The enterprise is divided into five management levels to provide HSE commitment. According to the laws, regulations, rules and resource conditions of the state and local governments, and in accordance with the principles of legality and feasibility, provide open and clear commitments to the society and employees. B) Enterprises can independently provide commitments to the society and employees according to the general commitment principle of China Petrochemical Corporation (hereinafter referred to as the Company). All secondary units, tertiary units, project management department and construction ZuoYeDui make commitments internally in principle. When they organize projects independently, they can make external commitments according to the authorization. 4. 1.2.3 Commitment content a) Abide by the laws and regulations of the host country and region, respect local customs and religious beliefs, and have the same attitude towards HSE in all business fields; B) Managers and employees at all levels of the enterprise are duty-bound to the HSE affairs of the enterprise, and HSE performance is an important basis for the enterprise to reward and hire employees and contractors; C) c) The ultimate goal of HSE management is to avoid accidents, damage employees' health and damage the environment to the maximum extent; D) Protect the ecological environment, build clean production enterprises and realize sustainable development; E) Publicize our HSE achievements to the public, solicit opinions from all walks of life, and constantly improve the HSE management level of enterprises; F) Provide necessary human, material and financial support to ensure the implementation of HSE management system and the realization of objectives. 4. 1.2.4 forms of commitment a) The commitments of enterprises and secondary units shall be put forward in written form in their respective HSE management documents; B) When the third-level unit, the project department and the construction operation team independently provide external commitments, their commitments shall be put forward in written form in the HSE management implementation plan or implementation procedure; C) The commitment letters at all levels shall be signed by the corresponding top managers and reported to the higher HSE management department for the record. 4. 1.3 policy objectives 4. 1.3. 1 Requirements for formulating HSE policy objectives a)HSE policy objectives are issued by the top management of the enterprise; B) All production and business activities of the enterprise shall meet the requirements of HSE management; C) It is consistent with other policies of the enterprise and has the same importance; D) It can be implemented by organizations at all levels; E) open to the public; F) Abide by or strictly abide by the requirements of relevant laws and regulations; G) Reduce the risks and hazards brought by the business activities of enterprises to the health and safety environment as effectively as possible; H) After the policy objectives are released, the HSE management department shall organize relevant functional departments to decompose them into specific indicators, and each functional department shall incorporate the policy objectives into the annual work plan, organize their implementation, and conduct regular audits and reviews. 4. 1.3.2 enterprise HSE policy: safety first, prevention first; All hands-on, comprehensive management; Improve the environment and protect health; Scientific management and sustainable development. 4. 1.3.3HSE objective a) Through HSE publicity, education and training for employees, employees' HSE awareness will be continuously improved, and their self-help and mutual rescue abilities and professional skills will be improved; B) Find hidden dangers to the maximum extent and reduce the accident rate year by year; Put an end to major and extraordinarily serious accidents; Create a good working and living environment to ensure the health and safety of employees; C) Reduce environmental pollution, protect ecological balance, reduce environmental impact, and put an end to major and extraordinarily serious pollution accidents; D) Through the effective implementation of HSE management system, strive to achieve or realize no accident, no pollution and no personal injury, and become a world-class HSE management enterprise. 4. 1.3.4 The principle of enterprise HSE management is full staff, whole process, all-weather and all-round. 4. 1.4 Responsibilities a) As the first person in charge of HSE management, the top management of the enterprise should establish an HSE management system and implement integrated management of safety, environment and health; B) Managers at all levels of the enterprise should set correct behavior examples through the HSE examples of their posts, and constantly strengthen and reward correct HSE behaviors; C) The functional departments at all levels of the enterprise should provide concrete action support for HSE management activities, and regularly review the management system for continuous improvement. D) The functional departments at all levels of the enterprise shall regularly prepare annual HSE management reports, summarize the progress made and plan the measures to be taken; E) The top management of the enterprise shall establish clear HSE objectives, responsibilities and HSE performance evaluation methods, and allocate corresponding resources. F) The HSE management of an enterprise should start from the design, and the top management should organize the formulation of the HSE responsibilities of the top management and professional designers in the design department, and establish a design review guarantee system. G) Senior managers of enterprises should pay attention to risk assessment and hidden danger management to ensure capital and technology investment. H) The top management of the enterprise should devote themselves to the sustainable development of the enterprise, organize the production of clean products that meet the requirements of environmental protection, and protect the production, life and ecological environment. 4.2 control of organization, responsibilities, resources and documents 4.2. 1 general provisions a) an enterprise shall establish an organizational structure and define its responsibilities, and rationally allocate human, financial and material resources; B) Enterprises should formulate strict training assessment system, carry out extensive training, and improve the awareness and skills of all employees; C) Enterprises should effectively control HSE management documents to provide practical basis for implementing HSE management. 4.2.2 Organization 4.2.2. 1 Organization The enterprise shall set up a safety, environment and health management committee (hereinafter referred to as the HSE management committee), and the office of the HSE management committee is located in the HSE management department, which is responsible for the daily work of the enterprise's HSE management. See figure 1 for the HSE organization of the enterprise. The top management of the enterprise represents the HSE management committee of the enterprise, the HSE management department of the enterprise, the top management of the secondary unit, the relevant functional departments of the enterprise, and the manager of the secondary unit represents the HSE management committee of the secondary unit, the HSE management department of the secondary unit, the relevant functional departments, the HSE leading group of the tertiary unit and the HSE leading group of the grass-roots unit 1 Organization chart of enterprise HSE The HSE management committee of 4.2.2.2 enterprise is composed of director (the top manager of the enterprise), deputy director (the representative of the enterprise manager), and members: it is composed of relevant leaders above the deputy chief engineer of the enterprise and heads of functional departments such as exploration, development, production, infrastructure, planning, finance, personnel, labor, equipment, technical supervision, safety, environmental protection, health and office. 4.2.3HSE Responsibilities 4.2.3. 1HSE Management Committee Responsibilities a) Implement the relevant HSE guidelines, policies, laws, regulations and standards of the state, local governments and superiors; B) Be responsible for examining and approving the HSE policies and objectives of the enterprise and making major HSE decisions; C) Be responsible for approving the annual HSE work plan and supervising its implementation; D) Listen to regular or annual HSE management reports, and study and solve major problems in HSE management. E) determine the way, method, time and content of HSE inspection. F) According to the principle of "Four Pass", study the decision on handling major accidents and close the case in time. Responsibilities of Director 4.2.3.2 (the top manager of the enterprise) a) The top manager of the enterprise is the first person in charge of HSE management of the enterprise and is fully responsible for HSE management of the enterprise; It is necessary to implement the HSE policy, so as to "serve as an official and ensure the safety of one party"; B) Strictly implement the national and company HSE guidelines, policies, laws, regulations, standards and systems; We should always master the principles and policies of safe production, study the new situation and new problems of safe production, and do a good job in the work of safe production in our unit; C) Define the leaders in charge of HSE (enterprise management representatives) and exercise their functions and powers on their behalf in HSE management affairs; D) Preside over the meeting of HSE management committee, formulate the HSE policies and objectives of the enterprise, preside over the management review of the implementation procedures of the enterprise HSE management system, and solve major problems in the enterprise HSE management in time; E) Be responsible for establishing and implementing the HSE responsibility system for all employees, and stick to it; Check and assess the implementation of HSE responsibilities of deputy and chief positions at the same level of subordinate units; F) Examine and approve HSE plans and plans, and determine the HSE objectives of the enterprise. Issue HSE rules and regulations, safety technical operation procedures, preside over and approve major safety technical measures and hidden danger treatment schemes, be aware of the major hidden dangers existing in the enterprise, be willing to spend money on hidden danger treatment, effectively ensure HSE capital investment and continuously improve working conditions; G) Be responsible for improving HSE management institutions, enriching full-time HSE management personnel, listening to HSE management reports and deciding on major rewards and punishments for HSE management; H) Organize the investigation and handling of major accidents, implement the principle of "four don't let go" of accidents, and adhere to the system of reporting major and extraordinarily serious accidents to the company; I) Implement the management measures of the Ministry of Finance and the company on the safety production guarantee fund, implement the payment of the safety guarantee fund, examine and approve the use of the return fund, and withdraw the safety technical measures fund according to regulations; J) Formulate the annual HSE management work plan of the top management, grasp the "three simultaneities" of technical transformation and capital construction, arrange, implement and check HSE work while deploying the work, and implement it one by one in the specific work of that year.
