Article 13 Smoking is prohibited in areas where women, children and the elderly are concentrated. Article 14 When designating outdoor smoking areas in places where smoking is prohibited, the following provisions shall be observed:

All departments and units shall perform their duties in accordance with the provisions of these Measures and accept the supervision of the public and public opinion. Article 16 Managers and operators of places where smoking is prohibited shall perform the following duties:
