7. "Management organization" means the national management organization designated in accordance with Article 9;

"Member States" means the countries for which this Convention is in force. (a) The appendix should include all species that are or may be affected by trade and are in danger of extinction. Specimen trading of these species must be strictly managed to prevent further damage to their survival, and trading is only allowed under special circumstances.

(2) Appendix II shall include:

1. All those species that are not endangered at present may be endangered if their trade is not strictly managed to prevent exploitation that is not conducive to their survival;

2. Other species that must be managed in order to effectively control the trade of specimens of certain species specified in item 1 of this paragraph.

(3) Appendix III shall include the species that any member state thinks should be managed within its jurisdiction to prevent or restrict development and utilization, and need the cooperation of other member states to control trade.

1. The scientific institution of the exporting country believes that this export will not endanger the survival of this species;

2. The administrative organ of the exporting country confirms that the acquisition of the specimen does not violate the laws of the country on the protection of wild animals and plants;

3. The management organization of the exporting country confirms that any exported live specimens will be properly shipped to minimize casualties, health damage or less abuse;

4. The administrative organ of the exporting country confirms that the import license of the specimen has been issued.

(3) To import any specimens of the species listed in Annex I, an import license, an export license or a transit license shall be submitted in advance. Import licenses can only be issued if the following conditions are met:
