Regulations of Songyuan Municipality on the Administration of Rural Road Traffic Safety

Article 1 These Regulations are formulated in accordance with the Road Traffic Safety Law of the People's Republic of China, the Measures of Jilin Province for Implementing the Road Traffic Safety Law of the People's Republic of China and relevant laws and regulations in order to standardize the road traffic safety order in rural areas, find and eliminate potential safety hazards in time, prevent and reduce road traffic accidents, and protect the personal and property safety and other legitimate rights and interests of citizens, legal persons and other organizations. Article 2 Drivers, pedestrians, passengers and units and individuals related to road traffic activities on rural roads in this Municipality shall abide by these regulations.

The rural roads mentioned in these Regulations include roads at all levels outside the city boundaries (excluding expressways), village roads included in rural road planning, roads extending to factories (fields) and mining areas, and roads naturally formed in rural fields. Third rural road traffic safety management adhere to the government-led, social participation; Governance according to law, joint prevention and control; The principle of combining unblocking and strengthening service. Article 4 The people's governments of cities and counties (cities, districts) shall include the funds for rural road traffic safety management in the financial budget. We can establish diversified investment mechanisms such as government purchasing services, social capital cooperation, and self-financing by grassroots organizations. Fifth city and county (city, district) radio, television, newspapers and periodicals should open up publicity columns on rural road traffic safety knowledge.

Township people's governments should carry out rural road traffic safety knowledge publicity in combination with important nodes such as rural slack seasons, fairs and temple fairs, and traditional festivals. The villagers and rural bus, truck, school bus and motorcycle drivers should be publicized and educated. Article 6 The Municipal People's Government shall guarantee and promote rural road traffic safety management according to law, establish rural road traffic safety coordination and emergency protection mechanism, implement the responsibilities of territories, departments and natural persons, formulate a rural road traffic safety grid management system with "the main body in the county, the management in the township, the extension to the village and the tentacles to the group", and organize its implementation.

County (city, district) people's governments shall implement rural road traffic safety work within their respective jurisdictions, strengthen the responsibility of relevant departments and township people's governments for rural road traffic safety, strengthen the construction of township traffic safety management workstations and administrative village traffic safety persuasion stations, organize and equip township traffic safety officers, administrative village traffic safety persuaders and resident auxiliary police, and implement relevant responsibilities. Article 7 The people's governments of cities and counties (cities, districts) shall comprehensively promote the "road length system" of rural roads, and each county (city, district) shall set up a total road length of rural roads, and set up county-level road lengths, township-level road lengths and village-level road lengths at different levels, which shall be held by relevant responsible persons respectively. County-level highway leaders are the first responsible persons for rural highway management within their respective jurisdictions. He should strengthen the construction, management, maintenance, operation and environmental improvement of rural roads within the county, organize research and determine the development goals and policies of rural roads, establish a guarantee mechanism, implement the main responsibility and solve major problems. County, township and village leaders are directly responsible for the construction, management, maintenance, operation and environmental improvement of rural roads under their jurisdiction, solve outstanding problems, urge relevant departments to implement management responsibilities and complete the tasks assigned by the leaders. Eighth city and county (city, district) people's government traffic safety committee and its working institutions responsible for rural road traffic safety management, the establishment of joint law enforcement mechanism.

Establish and improve mechanisms such as joint prevention and control of rural road traffic safety and early warning of safety situation. Organize the comprehensive management of rural road traffic safety in busy farming seasons such as spring ploughing and autumn harvest. Article 9 The public security traffic management department of the people's governments of cities and counties (cities, districts) shall be responsible for the road traffic safety management within their respective jurisdictions, investigate and deal with illegal acts of rural road traffic safety according to law, organize inspections of dangerous and accident-prone sections of rural roads in conjunction with relevant departments, analyze and judge the causes, characteristics and laws of rural road traffic accidents, and put forward suggestions for governance. Do a good job in rural road traffic safety management and related services, and strengthen rural road traffic safety publicity and warning education.

The transportation departments of the people's governments of cities and counties (cities, districts) should strictly control the access to the rural transportation market, support the development of rural public transportation, strengthen the maintenance and management of rural roads, improve safety protection facilities, rectify hidden dangers of rural roads, and investigate and deal with all kinds of illegal transportation according to law.

The agricultural and rural departments of the people's governments of counties (cities, districts) shall establish and improve the safety supervision system of agricultural machinery, strictly manage the training, examination and certification of drivers of tractors and combine harvesters, and implement the registration and annual inspection management of tractors and combine harvesters in strict accordance with the relevant provisions of the state.

The education department of the people's governments of cities and counties (cities, districts) shall, jointly with relevant departments, strengthen the safety management of school buses and drivers, stop schools from using vehicles that do not meet the safety conditions, and guide schools to strengthen road traffic safety education.

City, county (city, district) people's government emergency management, market supervision, industry and information technology, development and reform, natural resources, ecological environment, culture and tourism, health, meteorology, justice, finance and other relevant departments shall, in accordance with their respective responsibilities, do a good job in rural road traffic safety management. Tenth Township People's governments and relevant departments shall implement the territorial responsibility of road traffic safety within their respective administrative areas, and organize township traffic safety officers, administrative village traffic safety persuaders, resident auxiliary police and volunteers to carry out road traffic safety management; Organize the implementation of village and town management, source management of people and vehicles, illegal persuasion and traffic safety publicity and education.

County-level rural highway management institutions and township people's governments shall conduct rural highway maintenance inspections at the prescribed frequency, and make inspection records. When road damage and danger are found, they should be repaired and eliminated in time. If it is difficult to repair and eliminate in time, warning or load limiting signs shall be set up on dangerous sections in accordance with regulations.
