At the 54th World Health Assembly on May 22nd, 2006, 1, 19 1 WHO member countries unanimously signed an agreement to recognize the International Classification of Functionality, Disability and Health (ICF), put forward to evaluate the functional status of the disabled from three parts: physical structure and function, activities and participation, and emphasized the important influence of community environment on the health of the disabled.
