Guiding opinions on the construction of 100 million demonstration projects of catering service and food safety

In order to establish and improve an effective mechanism to implement the responsibility of catering service food safety, give full play to the leading role of catering service food safety demonstration units, and further improve the level of catering service food safety guarantee, the US Food and Drug Administration and the Ministry of Commerce have decided to carry out the construction of 100 million demonstration projects of catering service food safety (hereinafter referred to as the construction of 100 million demonstration projects) throughout the country. We hereby put forward the following opinions:

First, fully understand the great significance of the construction of 100 million demonstration projects

Food safety in catering services is related to people's health and life safety, healthy economic development, social harmony and stability, and the image and reputation of the government. In recent years, with the strengthening of supervision, the food safety situation of catering services has been generally stable. However, due to the obvious characteristics of many catering service units, small, scattered and low, some deep-seated problems still exist, and the food safety situation of catering service is still not optimistic. Catering service is the last step of food safety and security, and it has great responsibility. Carrying out 100 million demonstration projects nationwide, building a number of demonstration units, setting up a number of advanced models and popularizing a number of advanced experiences are conducive to further enhancing the food safety awareness and self-discipline awareness of catering service units and promoting the upgrading and healthy development of catering service units; It is conducive to innovating the food safety supervision mechanism of catering services, implementing food safety responsibilities, standardizing food safety order and improving food safety level; It is conducive to mobilizing all sectors of society to participate in food safety supervision of catering services, creating a safe and secure consumption environment, and constantly meeting the growing food safety needs of the people.

Second, scientifically grasp the objectives and tasks of the 100 million demonstration projects.

Carry out the construction of 100 million demonstration projects, take Scientific Outlook on Development as the guide, vigorously practice the concept of scientific supervision, adhere to the combination of government promotion and enterprise striving, classification guidance and grading joint creation, gradual promotion and rolling development, highlight key points and overall planning, and policy support and financial support, and strive to achieve the goals during the Twelfth Five-Year Plan period from 20 10. Third, earnestly implement the basic standards for the construction of 1 100 million demonstration projects.

(1) Food safety demonstration county for catering services.

Food safety demonstration counties of catering services should incorporate food safety supervision of catering services into the government target assessment system, establish leadership and working institutions of food safety demonstration counties of catering services, independently set up food and drug supervision and management departments, have strong law enforcement supervision team, perfect emergency management system and sufficient financial support, establish a team of social supervisors of food safety of catering services, set up a complaint reporting network, and handle complaints and reports from the masses in a timely manner. Extensively carry out various forms of food safety publicity and education, and the supervision work is solid and effective, meeting the following basic requirements: (1) the quantitative and hierarchical management of catering service units within the jurisdiction reaches 100%, of which 80% is above Grade B; Within the jurisdiction of the catering service food, tableware sampling pass rate of more than 95%; The filing rate of rural collective dinners has reached over 90%; The coverage rate of food safety emergency network in the jurisdiction reaches100%; No major food safety accidents have occurred within the jurisdiction for more than three consecutive years; The local government's food safety assessment target reached100%; The public's satisfaction rate of food safety in catering services has reached over 70%.

(B) Food service food safety demonstration street

The food safety demonstration street of catering service should choose the block with relatively concentrated catering service units, good foundation or great influence to carry out the creation work, and meet the following basic requirements: there is no unlicensed operation in the block; All catering service business units in the block should operate in good faith and abide by the law; Equipped with social supervisors for food safety in catering services; The quantitative classification management of catering service business units in the block has reached Grade B or above; The proportion of food safety demonstration units of catering services in the block has reached more than 50%; No major food safety accidents have occurred in the neighborhood for more than two consecutive years; The public's satisfaction rate of food safety in catering services has reached over 80%.

Employees can fully assume food safety responsibilities and meet the following basic requirements: establish and implement the system of claiming certificates and tickets, and the traceability rate of food raw materials, food additives and food-related products can reach100%; Quantitative and hierarchical management is designated as Grade B or above; The health certificate holding rate of employees reached100%; Actively adopt advanced management methods such as "Five Regular Methods" or "Six T Methods"; There has been no food poisoning incident for more than three consecutive years.

Four, do a good job in the organization and implementation of the construction of 100 million demonstration projects.

(1) Making plans

Provincial food and drug supervision and management departments and commercial departments shall, in accordance with the unified arrangements and overall requirements, formulate demonstration project construction plans and organize demonstration project construction in light of local conditions. All localities can supplement the construction standards of demonstration counties, demonstration streets and demonstration units on the basis of the basic standards of demonstration projects, and actively carry out the establishment of provincial demonstration counties, demonstration streets and demonstration units. On the basis of provincial demonstration counties, the State Food and Drug Administration and the Ministry of Commerce choose national demonstration counties. Relevant implementation plans shall be formulated separately.

(2) Implementation steps

On June 20 10, the guidance was issued, and the 1 100 million demonstration project construction activities were started. All localities quickly publicized and launched, organized and formulated implementation plans, and submitted the launch situation at the end of 10. Local food and drug supervision and management departments and commercial departments should actively strive for the strong support of local governments and carry out demonstration projects in a down-to-earth manner under the unified leadership of local governments. We should actively coordinate with relevant departments, especially strengthen communication and cooperation with education administrative departments, housing and urban-rural construction departments and tourism departments, and do a good job in the construction of demonstration canteens in schools, construction sites and tourist attractions.

(3) Pay attention to practical results and make bold innovations. All localities should actively innovate the ways and means of demonstration project construction in light of local conditions, grasp the representativeness and demonstration of demonstration project construction, study and solve new situations and problems in the construction process in a timely manner, continuously promote the development of demonstration project construction, and ensure the effectiveness of demonstration project construction.

(4) Typical driving and overall promotion. Through demonstration project construction activities, we will show and publicize a number of units, streets and counties with a strong sense of food safety responsibility and a high level of food safety, build demonstration projects in a wider scope, in a wider field and at a deeper level, give full play to the leading role of catering safety demonstration, continuously improve the food safety level of catering services, and let the masses see tangible results.
