Actively promote the construction of fishing areas, improve the environment of fishing villages, build distinctive fishing villages based on modern fishing ports, and promote the development of leisure fisheries. Fourth people's governments at all levels should strengthen the unified planning and comprehensive development and utilization of fishery waters, and be responsible for the organization, implementation, supervision and inspection of fishery laws and regulations and these measures.
The fishery administrative departments of the people's governments at or above the county level shall be in charge of fishery work within their respective administrative areas. Fishery technology popularization institutions at or above the county level shall do a good job in fishery technology popularization within their respective administrative areas according to law.
Public security, frontier defense, marine police, customs, transportation, maritime affairs, ocean, environmental protection, industry and commerce, water affairs, land and other administrative departments. Shall, in accordance with their respective functions and duties, cooperate with the fishery administrative department and its subordinate fishery administration and fishing port supervision and management institutions to supervise the implementation of fishery laws and regulations and these measures.
The Township People's governments shall assist the fishery administrative departments to do a good job in fishery management within their respective administrative areas.
Villagers' committees and fishermen's professional cooperative economic organizations shall, in accordance with the relevant provisions of this province, cooperate with the people's government and relevant departments to do a good job in the quality and safety management of aquatic products and the work of fishery safety production. Fifth fishery administrative departments of the people's governments at or above the county level shall be responsible for the preparation of fishery development plans within their respective administrative areas, submitted to the people's governments at the corresponding levels for approval, and incorporated into the plans for national economic and social development.
The people's governments at or above the county level shall increase financial and financial support for fishery scientific research and technology popularization, infrastructure construction such as fishing ports, aquatic product quality and safety supervision, fishery safety production management, and fishery resources proliferation and conservation.
The people's governments at or above the county level should be market-oriented, support leading enterprises, promote standardized production, build famous brands, and improve the level of fishery organization in our province. Article 6 People's governments at or above the county level shall give awards to organizations and individuals that have made outstanding achievements in the proliferation and protection of fishery resources, the development of fishery production, fishery scientific research, the popularization of advanced technologies, and the enforcement of fishery laws and regulations. Chapter II Fishery Supervision and Administration Article 7 The fishery administrative department of the people's government at or above the county level may set up fishery administration and fishing port supervision and administration institutions according to needs, and exercise their functions and powers of supervision and administration according to law.
Fishery administrative law enforcement personnel shall be uniformly issued by the fishery administrative department of the provincial people's government. Article 8 The supervision and administration of fisheries shall be under unified leadership and managed at different levels.
Fishery production in inland waters, shallow seas and beaches shall be managed by the fishery administrative departments of the people's governments of cities, counties and autonomous counties and their subordinate fishery administration and fishing port supervision and management institutions according to administrative divisions.
The fishery production of fishery waters and beaches across administrative divisions shall be supervised and managed by the fishery administrative department of the provincial people's government and the fishery administrative department of the people's government of the relevant city, county and autonomous county.
Except for the sea areas designated for supervision and management by the fishery administrative department of the State Council and its subordinate fishery superintendency agencies and fishing grounds with specific fishery resources, fishery production in other sea areas shall be supervised and managed by the fishery administrative department of the provincial people's government and its subordinate fishery superintendency agencies. Ninth fishery administrative law enforcement personnel shall inspect fishing boats, fishing gear, catches, fishing methods, safety facilities, crew certificates and places engaged in fishery production and business activities according to law. Fishery administrative law enforcement personnel shall show their certificates when performing official duties. Tenth fishery administration and fishing port supervision and management institutions shall be equipped with inspection vessels, vehicles and communication monitoring equipment as required. Chapter III Aquaculture Article 11 The fishery administrative department of the people's government at or above the county level shall, jointly with the relevant departments, draw up aquaculture plans for water areas and beaches according to the relevant special plans such as marine functional zoning, overall land use planning, urban and rural planning and environmental protection planning, coastal shelter forest planning, and the relevant provisions on coastal zone protection, development and management in this province. The status of fishery resources and the requirements for increasing aquaculture capacity shall be reported to the people's government at the same level for approval before promulgation and implementation.
Aquaculture planning in waters and beaches shall be subject to environmental impact assessment according to law. Twelfth fish, shrimp, crab, shellfish, algae, natural spawning grounds, feeding grounds, important migration routes and ship shelters must be protected, and shall not be designated as breeding places. Thirteenth engaged in aquaculture, fishing and other fishery production activities within the scope of protection of water conservancy facilities, shall obtain the consent of the water administrative department of the people's government, and ensure the safety of water conservancy facilities.
