The plan focuses on seven kinds of high-frequency problems and service scenarios involving the daily life of the elderly, such as travel, medical care, consumption, entertainment and work, and insists on the parallel of traditional service methods and intelligent service innovation, and puts forward 20 measures and requirements.
According to the service guarantee and scheme requirements for the elderly in emergency, improve the management of "health code" to facilitate the passage of the elderly. In low-risk areas of COVID-19, except for special places such as airports, railway stations, long-distance passenger stations, docks and entry and exit ports, it is generally unnecessary to check the "health code". When it is necessary to query the "health code", the information related to epidemic prevention and control will be automatically integrated into the "health code" through technical means, the operation will be simplified to suit the use of the elderly, the services such as institutional investigation will be optimized, and the national mutual recognition of the "health code" will continue to be implemented to facilitate the cross-provincial traffic of the elderly.
The plan proposes that conditional regions and places should set up "no health code channels" for the elderly who do not use smart phones, and do a good job in service guidance and health verification. On the premise of fully ensuring the security of personal information, we will promote the association of "health code" with ID card, social security card, old-age card and citizen card, and gradually realize "swipe card" or "brush face" access.
