Why is health not only the goal of medical staff, but also the responsibility of the state and society?

State responsibility in a broad sense can be divided into international responsibility and domestic responsibility. State responsibility in a narrow sense is international responsibility. International responsibility is the legal responsibility that a country should bear for violating its international obligations, or the responsibility that a country bears for internationally wrongful acts. ? State responsibility includes general international illegal acts such as infringing upon foreigners' personal and property, and serious international crimes such as infringing upon the sovereignty of other countries, waging wars of aggression and undermining international peace and security. In the development of international law, the content of state responsibility has also changed. In the theory and practice of international law in the past, state responsibility often only refers to the state responsibility caused by the injury of foreign nationals. For example, at the Hague Conference on the Codification of International Law in 1930, the Third Committee defined state responsibility as: "If a state organ fails to fulfill the international obligations of the state and causes damage to the person or property of foreigners within its territory, it will cause the international responsibility of the state." Here, state responsibility is understood as a responsibility that only involves the protection of foreign nationals. The draft articles on state responsibility drafted by the United Nations International Law Commission at the request and promotion of developing countries have broken through the original limitations and developed into general articles on state responsibility, stipulating the responsibility of a state for violating international obligations, with special emphasis on the criminal responsibility caused by international crimes such as aggression, colonial rule, genocide (see genocide) and apartheid.
