Secondary medical institutions shall not carry out human assisted reproductive technology and set up human sperm bank. There is no first-class reproductive health and infertility hospital for the time being. Medical institutions engaged in the diagnosis of genetic diseases shall, in accordance with the relevant provisions of the law on maternal and infant health care, be separately examined and approved by the provincial health administrative department.
Two, reproductive health and infertility hospital approved by the municipal public health administrative department. The administrative department of health shall rationally plan the number and layout of specialized hospitals, and carry out relevant work on the establishment, approval and practice registration of medical institutions in accordance with the Regulations on the Administration of Medical Institutions and other laws and regulations.
Strictly manage the clinical application of relevant medical technologies, and severely deal with medical institutions that have not approved human assisted reproduction, diagnosis of genetic diseases, and establishment of sperm banks according to laws and regulations.
Three, health administrative departments at all levels should be reproductive health and infertility specialized hospitals into the local medical quality and safety management and control system, strengthen the prevention and control of hospital infection and quality and safety management, strictly implement the relevant management norms and systems, to ensure medical quality and safety.
Four, the "infertility" and other specialized hospitals established before the date of this notice shall be adjusted according to the standards, and submit an application for change of registration to the registration authority before the end of 20 19. All registration authorities shall conduct on-site audit of its adjustment.
Those who meet the corresponding standards should be re-approved as "three-level reproductive health and infertility hospital" or "two-level reproductive health and infertility hospital". Do not meet the corresponding standards, shall not continue to use the words such as reproduction, infertility as the name of medical institutions.
Five, reproductive health and infertility specialist hospitals should establish cooperative relations with general hospitals above the second level in the region, smooth referral channels, strengthen emergency first aid, and improve the level of medical services.
