watch out for
Thank you for inviting me to answer. This question is quite important. I try to make a brief overview of these two issues from four aspects.
1. The National Health and Wellness Commission (hereinafter referred to as the "Health and Wellness Commission") is a department of the State Council and a state administrative agency at ministerial level. To undertake the management, organization and coordination of health and health undertakings in China. All provinces, cities, counties and other administrative divisions in China have established health and wellness committees at corresponding levels under the leadership of local governments. Health committees at all levels are managed by local governments.
2. The National Center for Disease Control and Prevention (hereinafter referred to as "CDC") is a professional technical unit of public health service under the Health and Wellness Committee. To undertake the professional responsibilities of public health technology research, monitoring, technical appraisal and guidance related to disease prevention and control. Under the health committees of all provinces, cities and counties in China, corresponding disease control centers have also been established, which are equivalent to hospitals at the same level. China's national disease control has technical guidance responsibility for provincial disease control, and the province gives guidance to the city, the city to the county and the county to the district step by step, but all levels have no administrative responsibility for the lower levels.
3 epidemic prevention and control departments according to the objective situation of the epidemic (such as the comprehensive judgment of the scope, severity, disease intensity and other technical factors), led by the government at the same level, multi-sectoral participation. Government coordination and guidance, health and wellness committee participation, and implementation according to government authorization. The CDC and the hospital cooperate in division of labor, give full play to their respective professional expertise, and fight the epidemic under the unified mobilization of the Health and Health Commission.
Specifically, the Center for Disease Control and Prevention is responsible for epidemiological investigation, blocking the route of infection, carrying out disease monitoring and testing, making statistical analysis of epidemiological investigation data, putting forward technical suggestions on epidemic prevention, and providing on-site technical guidance and supervision on public health technical measures confirmed by the Administration.
The hospital is responsible for the treatment of patients, that is, "all accounts receivable" to minimize death and disability.
The answer to the question should be here. However, I still want to talk about three key elements that I didn't ask, but the answer can't be ignored: one leader; Second, the people support unity and unity; 3. Scientific research.
Any disease that poses a threat to public health and life, it is impossible for an institution, a unit or an expert to overcome the epidemic.
