The funds needed for city appearance and environmental sanitation should be included in the fiscal budget at the same level, and a diversified investment mechanism should be established, with public finance as the mainstay and social capital as the supplement. Fifth city management department is the competent department of city appearance and environmental sanitation management, and is responsible for the city appearance and environmental sanitation management within the scope of its duties.
County (city, district) urban management department is responsible for the management of city appearance and environmental sanitation within their respective administrative areas.
Town (township) people's governments and sub-district offices are responsible for the management of city appearance and environmental sanitation within their respective jurisdictions.
Education and sports, public security, civil affairs, finance, natural resources and planning, ecological environment, housing and urban construction, transportation, water administration, agriculture and rural areas, culture and tourism, health and hygiene, administrative examination and approval services, market supervision and management, comprehensive administrative law enforcement and other departments shall, according to their respective functions and duties, do a good job in the management of city appearance and environmental sanitation. Sixth city management departments shall, jointly with the municipal housing and urban construction, public security, ecological environment and other departments. , organize the preparation of important regional landscape, outdoor advertising facilities and signs, urban night lighting, parking lots, bazaars, environmental sanitation and other special planning. In accordance with the regulations, it shall be reviewed and approved by the municipal competent department of natural resources and planning, and promulgated and implemented after being approved by the Municipal People's Government.

Radio, television, newspapers, internet and other mass media shall publicize the city appearance and environmental sanitation for public welfare. Ninth organs, organizations, enterprises and institutions shall participate in the construction of city appearance and environmental sanitation.
Encourage and support social organizations and individuals to participate in voluntary services and public welfare activities of city appearance and environmental sanitation.
Units and individuals that have made outstanding achievements in the work of city appearance and environmental sanitation shall be commended and rewarded by the people's governments of cities and counties (cities, districts). Tenth any unit or individual shall respect the work of city appearance and environmental sanitation workers, and shall not hinder or obstruct the city appearance and environmental sanitation workers from performing their official duties. (3) Newsstands, bus kiosks, outdoor advertisements, box-type power distribution rooms, communication handover boxes, manhole covers, street lamps, traffic lights, monitoring equipment and other facilities and pipelines for heating, gas supply, power supply, communication and cable TV. , by the owner or manager;
(four) the administrative areas of organs, organizations, military units, schools, enterprises and institutions shall be in charge of this unit;
(5) The business area of temporary stalls such as morning market and night market shall be the responsibility of the local town (township) people's government, neighborhood offices, establishment units and operators;

(ten) the residential area is responsible for the property service enterprise in accordance with the property service contract. If the realty service enterprise is not entrusted, the organization, implementation, supervision and management of the maintenance of city appearance and environmental sanitation in residential quarters shall be the responsibility of the local town (township) people's government and sub-district offices. Residents and owners' committees of residential quarters have the responsibility and obligation to maintain the appearance and environmental sanitation of residential quarters, and shall cooperate and assist the town (township) people's government and sub-district offices to carry out relevant work according to law;
(eleven) the merchants around the street are responsible for the building owners and operators.
Where there is no responsible person, the local town (township) people's government or sub-district office shall be responsible. If the responsible area or person is not clear, it shall be determined by the local town (township) people's government or sub-district office. Because the cross-regional responsibility is not clear, it shall be determined by the competent department of urban management at the next higher level.
