5. Hong Kong, Macao and Taiwan residents who hold the residence permit issued by the Beijing Municipal Public Security Bureau or the residence permit of Taiwan Province Province within the validity period;
6. Hong Kong, Macao and Taiwan residents who have participated in the qualification examination for primary and secondary school teachers have a mainland travel permit for taiwan residents with a pass for Hong Kong and Macao residents to and from the mainland and a five-year validity period;
7. Soldiers and armed police stationed in Shunyi.
(two) should abide by the Constitution and laws, love education, fulfill the obligations stipulated in the "Teachers Law", and abide by the professional ethics of teachers.
(three) should have the "Teachers Law" and "Ministry of Education on the pilot reform of primary and secondary school and kindergarten teacher qualification examination notice" provisions of the corresponding education.
Details are as follows:
1. To be qualified as a kindergarten teacher, one should have graduated from a kindergarten normal school or above;
To obtain the qualification of a primary school teacher, one should have graduated from a secondary normal school or above;
3. To obtain the qualification of a junior high school teacher, one should have a teacher's college degree or above.
(four) should reach the national language Committee issued the "standard of Putonghua proficiency test level" level 2 B and above standards. To apply for the recognition of Chinese subject, you must reach the second-class A and above standards.
(five) should pass the national primary and secondary school teacher qualification examination, written examination and interview are qualified, and obtain the "primary and secondary school teacher qualification examination certificate" issued by the examination center of the Ministry of Education, and within the validity period; Or according to the "Implementation Plan for Teacher Qualification Reform of Primary and Secondary Schools for Postgraduates of Education and Normal Students at Public Fees", it belongs to the scope of exemption from examination, and has obtained the "Teacher Professional Ability Certificate for Normal Students" through the teacher professional ability test organized by the school, and it is within the validity period.
(six) should have good physical and psychological quality, can adapt to the needs of education and teaching. No infectious diseases, no history of mental illness, and passed the physical examination in the physical examination institution designated by the teacher qualification accreditation institution.
Applicants who meet the relevant application conditions may apply to Shunyi District Education Commission for the qualification of kindergarten teachers, primary school teachers and junior high school teachers.
Second, the work arrangement
(A) the process of applying for teacher qualification recognition

1. Physical examination arrangement
(1) Physical examination method and schedule
From March 6th to April 2nd, Beijing Physical Examination Center set up special courses for teachers' qualification examinations in Madianke, Tianqiao Clinic and Fengtai Branch respectively. For the specific schedule of other medical institutions, please contact the corresponding institutions for consultation. Applicants should contact the medical examination institution as soon as possible to make an appointment and complete the medical examination. See Annex 2 (List of Physical Examination Institutions and Physical Examination Standards for Teachers' Qualification in Beijing) for details of physical examination institutions, appointment methods and physical examination standards.
(2) the validity period of physical examination
The teacher qualification examination is valid for half a year. The conclusion date of physical examination is from 202 1 10 1 to April 2, 2022. The teacher qualification physical examination form is valid when the teacher qualification is first recognized in the spring of 2022.
Step 2 register online

Those who have passed the national primary and secondary school teacher qualification examination, passed the written examination and interview, and obtained the certificate of qualification examination for primary and secondary school teachers issued by the examination center of the Ministry of Education, and those who apply for the examination within the validity period, please choose "Beijing Shunyi District Education Committee (National Unified Examination)";
Full-time normal graduates who entered the school before 20 15 apply for the exam, and the applicants with the same major are directly identified. Please select "Beijing Shunyi District Education Commission (non-national examination)";
According to the Implementation Plan for the Qualification Reform of Primary and Secondary School Teachers for Postgraduates of Education and Normal Students at Public Fees, it belongs to the scope of qualification exemption. Applicants who have obtained the Professional Ability Certificate of Normal School Teachers through the professional ability test organized by their school and are within the validity period, please choose "Beijing Shunyi District Education Commission (qualification exemption)".
3. Confirm the appointment on site
All applicants in Shunyi District must log in to the official WeChat account of Shunyi Education Commission after the online report is successful, and make an appointment for on-site confirmation.
Appointment time: April 2, 2: 00 pm-April 13, 4: 30 pm;
Appointment method: enter the appointment system interface through the official account of Shunyi Education Committee WeChat-Education Show-Policy Information, fill in the name and registration number accurately according to the requirements of the appointment notice, and confirm the appointment at the on-site time.
4. Site acceptance
(1) Acceptance date: April 7-April 13, except Saturday and Sunday;
(2) Acceptance time: 8: 30am-165438+0: 00pm, 2: 00pm-5: 00pm;

5. Issue relevant notices or receipts for obtaining teacher qualification certificates.
Qualified applicants accepted at the site shall receive the relevant notice or receipt of teacher qualification certificate from the accreditation institution, and receive the teacher qualification certificate and related materials at the designated place at the designated time according to the notice or receipt. Full-time college graduates in 2022 should apply for junior high school education or below, and receive the teacher qualification certificate and related materials according to the relevant notice or receipt after graduation.
(2) Important considerations
Online registration is the name of the forecast. All registration information shall be subject to online verification and the authentic proof materials submitted by the applicant when accepting the application on site, and the application can only be completed after being reviewed by the recognized institution.
1. Applicants must carefully read the announcement of teacher qualification accreditation and the precautions for online registration of this accreditation institution, and fill in or upload all kinds of information online, which must be true and accurate. If the information is untrue or inaccurate, the applicant shall bear the responsibility;
2. The applicant shall make a true and correct statement in the personal register. If it is inconsistent with the facts, the education administrative departments at all levels will impose an administrative penalty on the applicant in accordance with the relevant laws and regulations of the state, "Revoking the teacher's qualification and not restoring the teacher's qualification within five years". For the operation mode of uploading personal books by weblog, the applicant can scan the QR code with a mobile device, sign by hand, and then click the "Submit" button on the webpage to upload the signed books.
3. The "personal resume" to be filled in for online registration must be filled in chronological order from the date of primary school graduation (junior high school) to the date of filling out the form, including the study resume and work resume, which can not be interrupted in principle.
Three. Relevant materials and precautions to be submitted for on-site acceptance.
After the applicant confirms the appointment online, according to the appointment time and specific requirements, he will go to the designated acceptance place for on-site acceptance in time. How to prepare the materials submitted for on-site acceptance, please refer to Annex 3 "Notes on the Preparation of Qualification Materials for Primary and Secondary School Teachers". The materials to be submitted for site acceptance are as follows:
(1) ID card
Provide the original ID card of the applicant; If the applicant entrusts another person to act as an agent, the agent shall provide the original ID card of the agent, and submit copies of the ID cards of the agent and the applicant (the original ID card of the applicant is not required), and the number of entrusted agents shall not exceed 5;
(2) photos
Submit a recent one-inch bareheaded photo with a white background (the same as the photo uploaded by the online newspaper). On the back of the photo, the applicant's name, 8-digit registration number assigned by the registration system, application qualification category and application subject should be indicated, and please bring the original uploaded electronic photo and the clipped photo;
(3) Household registration certificate and residence certificate, etc.
1. The registered social workers (including on-the-job and unemployed people) in this district are required to provide the original applicant's household registration book and submit copies of the first page and personal page of the household registration book;
For the local collective household registration, a copy of the first page of the collective household registration book shall be submitted (the copy shall be stamped with the official seal of the household registration management department); Provide the original of my household registration page in the collective household registration book and submit a copy of my household registration page;
2. Non-local residents who hold the card-type residence permit within the validity period of this district shall provide the original "Beijing Residence Permit" and submit a copy; Non-local residents who hold the electronic residence permit within the validity period of this area can use the "Beijing Tong" APP to dynamically retrieve and show the electronic residence permit to the auditors; Or provide the original "Beijing Residence Permit Confirmation Form" issued by the police station with the special seal for household registration, and submit a copy. Applicants can apply for a residence permit in Beijing through the "Jingtong" app or the official account of "Beijing Residence Permit" WeChat.
3. The 2022 fresh graduates of full-time colleges and universities in this district and the graduate students of full-time colleges and universities do not need to submit household registration or residence certificates;
4. The materials provided by the local household registration, students studying in full-time colleges and universities in this city, or the 2022 fresh graduates, graduate students and students studying in full-time colleges and universities in other provinces and cities are the same as 1;
5. Hong Kong, Macao and Taiwan residents who hold the residence permit of Hong Kong, Macao and Taiwan within the validity period of this region shall provide the original residence permit of Hong Kong, Macao and Taiwan in this region and submit a copy. Hong Kong and Macao residents who have passed the qualification examination for primary and secondary school teachers in this Municipality shall provide the original and photocopy of the Pass for Hong Kong and Macao Residents to and from the Mainland; Taiwan Province residents should provide the original mainland travel permit for taiwan residents valid for five years and submit a copy.
(4) Beijing Teacher Qualification Physical Examination Form
The physical examination form of Beijing teachers' qualification is provided by the physical examination institution. Applicants can contact the corresponding medical institutions to obtain paper medical certificates. Submit the original physical examination form of Beijing teachers' qualification for on-site treatment (the conclusion needs to be stamped with the official seal of the physical examination institution).
Special reminder: affected by the epidemic, all medical institutions basically implement the appointment system. Please contact the relevant medical institutions in advance to make an appointment.
(five) education, student status, primary and secondary school teachers' qualification examination, teachers' professional ability certificate of normal students, Putonghua proficiency test level and other supporting materials.
1. For the convenience of the applicant, the online application system will compare the information filled in by the applicant, such as academic information (student status information), qualification information of primary and secondary school teachers, professional ability information of normal students' teachers, and Putonghua proficiency test information. If the applicant's above information is verified, it is not necessary to submit the above certification materials when accepting it on site. However, in any of the following circumstances, the corresponding materials shall be issued at the time of on-site acceptance:
(1) The applicant holds a higher education diploma registered in the relevant database of the college students' academic information management system after 2002, but the information in the online newspaper system has not been successfully compared, and the original diploma and the electronic registration and filing form of the academic diploma of the Ministry of Education downloaded and printed on Xuexin.com(/) should be provided;

(7) Full-time college graduates in 2022 should submit the online verification report of the student status of the Ministry of Education, and download and print it on Xuexin.com(/); If the "Estimated Graduation Time" in the "Online Verification Report on Student Status of the Ministry of Education" has expired, it is necessary to submit the student status certificate (proof of studying) issued by the school's student status management department (such as the Academic Affairs Office, the Student Affairs Office, and the Graduate School). ). The certificate should include the time of admission, whether it is full-time or not, and the expected graduation time of the academic system; In principle, it cannot be issued by teaching management departments such as secondary colleges;
(8) Full-time graduate students and undergraduates in colleges and universities should provide the original graduation certificate, submit Xuexin.com(/), download and print the electronic registration form of the academic certificate of the Ministry of Education and the online verification report of the student status of the Ministry of Education at the reading stage; If the "Estimated Graduation Time" in the "Online Verification Report on Student Status of the Ministry of Education" has expired, it is necessary to submit the student status certificate (proof of studying) issued by the school's student status management department (such as the Academic Affairs Office, the Student Affairs Office, and the Graduate School). );
(nine) if the information comparison of the applicant's Putonghua proficiency test level is unsuccessful, the original Putonghua proficiency test level certificate shall be provided.
2.20 15 full-time normal graduates who apply for direct recognition of the same teaching subjects as their major should submit copies of all transcripts issued by the student status management department during their study in normal universities in their personnel files (the copies should be stamped with the official seal of the personnel file management institution or department); If there is no "educational internship" on the transcript, a copy of the "Internship Appraisal Form" issued by the student status management department in my personnel file during my study in normal universities should also be submitted (the copy should be stamped with the official seal of the personnel file management institution or department).
(6) Other relevant certificates.
1. The certificate of no criminal record submitted by Hong Kong, Macao and Taiwan residents applying for teacher qualification shall be issued by the relevant departments of Hong Kong Special Administrative Region, Macao Special Administrative Region and Taiwan Province Province. Applicants from the Hong Kong Special Administrative Region and the Macao Special Administrative Region can receive relevant letters issued by the Beijing Teacher Development Center at the time of on-site acceptance to verify that they have no criminal record;
2. Servicemen and armed police stationed in Shunyi should submit the personnel relationship certificate issued by their subordinate units or personnel departments. The format of the certificate depends on the regulations of the unit or unit, and the certificate should clearly indicate that the applicant belongs to the Shunyi Army.
(seven) the printed version of the "teacher qualification application form".
After the personal online report is successful, print the teacher qualification certificate application form (which has no administrative effect and is only used for information verification), check whether all the information is correct, whether the photos are clear and whether the notebook is clear and effective, and mark "Checked Edition" in the upper left corner of the teacher qualification certificate application form and submit it together with the application materials.

5. Applicants should know in advance and strictly abide by the relevant requirements of epidemic prevention and control in Shunyi District, Beijing, bring their identity documents, wear masks scientifically, prepare "Beijing Health Treasure" and communication big data travel cards, consciously scan the code for on-site registration, and obey the instructions and arrangements of the on-site acceptance staff. 3. Applicants returning to Beijing should comply with the relevant requirements of the COVID-19 epidemic prevention and control policy in Beijing, abide by the regulations that a nucleic acid test must be conducted within 72 hours after arriving in Beijing, and complete the nucleic acid test before on-site identification, and provide the nucleic acid test results.
(2) The applicant must carry out temperature measurement.
1. The confirmation point is equipped with a temperature measuring channel, and all applicants entering the confirmation point must accept temperature measurement. 3.
