The 2020 International Forum on Marine Ecological Economy was held in Weihai.

In order to accelerate the industrialization and ecologicalization of marine ecology and promote the healthy development of marine eco-economy, the 2020 International Forum on Marine Eco-economy was held in Weihai on 10/12+03. This forum is hosted by China Pacific Society and China Ocean Engineering Consulting Association, undertaken by Weihai Ocean Development Bureau and Weihai Nanhai New Area Management Committee, and assisted by Weihai Blue Economic Research Institute. The theme of the forum is "the integrated development of marine ecology and marine economy", which highlights internationality, professionalism and innovation, advocates marine ecological economy and promotes the harmonious development of human beings and the ocean. Nearly 100 experts and scholars from China, Britain, Sweden and other countries participated in the forum through on-site and online. The forum was hosted by Yu Xingguang, a researcher and former director of the Third Institute of Oceanography of the Ministry of Natural Resources.

Present at the opening ceremony of the forum were Wang Bin, Director of the Marine Strategic Planning and Economics Department of the Ministry of Natural Resources; Li Zhenglou, Vice President and Secretary General of the Pacific Society of China; Yang Hongsheng, Director and Deputy General Manager of Ocean Press Co., Ltd., Executive Deputy Director of the Institute of Oceanography of China Academy of Sciences; Zhang, Deputy Director of the National Ocean Technology Center of the Ministry of Natural Resources, Deputy Director of the Fourth Institute of Oceanography of the Ministry of Natural Resources; and Fu Rixin, Deputy Director of the Shandong Oceanic Administration. Wang Bin emphasized that marine eco-economy organically combines the internal demand of marine economic development with the global challenge of climate change, and has broad prospects. The development of marine ecological economy needs the guidance of scientific theory and the deepening of practice, develops the economics of ecosystem and biodiversity, and increases the effective supply of ecological products. We need scientific and technological innovation to guide and improve policies and regulations, explore the useful value of marine ecosystem products, and expand the physical supply and output space of ecological products. It is necessary to standardize market transactions and green financial support, transmit accurate market information and price signals, and increase support for credit, funds, capital markets and insurance. It is necessary to strengthen departmental coordination and multi-party participation, establish a linkage mechanism and form a joint force.

Fu Rixin pointed out that Shandong is a big marine province, with the sea area equivalent to the land area, and the coastline accounts for about 1/6 of the whole country, and the marine resource abundance index ranks first in the country. Marine ecological economy is the integration of marine ecosystem and marine economic development, and it is a low-carbon, circular, green and sustainable economic model, which provides new ideas, new viewpoints and new opportunities for marine economic development.

Hui Luo pointed out that it is timely to develop marine ecological economy, and there is much to be done. It is hoped that Weihai will, as always, adhere to the development of marine ecological economy, carry forward the ecological spirit and strive to create a new highland for marine economic development.

Gao said in his speech that Weihai is famous for its sea and prospers because of it. "Ocean" is the most unique gene in Weihai, and blue is the heaviest urban background color in Weihai. Weihai's gross marine production accounts for 33% of the city's GDP, and it is a national demonstration city of marine economic innovation and development, a national demonstration zone of marine economic development, a pilot city of national marine high-tech industrial base and a national demonstration zone of marine ecological civilization construction. At present, Weihai is accelerating the construction of Weihai International Marine Science and Technology City and marine ecological economy, which will be an important direction for the development of Weihai's marine economy. Jiao Nianzhi, an academician of China Academy of Sciences, made a report entitled "Implementing Marine Negative Emissions and Practicing Carbon Neutralization Strategy" through online connection, analyzed the pressure faced by China and the export of carbon sinks under the background of global climate change, and put forward a package of "comprehensive engineering technologies for marine negative emissions", including the land-sea integration ecological sink enhancement project, carbon fingerprint identification and carbon footprint system research and development, and the establishment of a marine carbon sink demonstration zone. In order to meet the needs of "carbon neutral" countries and practice "human destiny * *.

Yang Hongsheng, executive deputy director of the Institute of Oceanography, China Academy of Sciences, focused on the integrated development of marine ecological protection and modern fishery, expounded that modern fishery needs to achieve the "third leap" in concept, equipment, technology and management, and put forward a series of suggestions, such as evaluating the productivity and carrying capacity of sea areas, increasing aquaculture production based on environmental protection, implementing the original project of marine aquaculture and developing modern marine pasture.

Jiang Zengjie, a researcher from Huanghai Fisheries Research Institute of Chinese Academy of Fishery Sciences, made a report on "Green Development Practice of Mariculture and Its Carbon Sink Function", introduced the principle, research progress and typical model of the concept of multi-nutrient integrated aquaculture, interpreted the ecological service function of mariculture from the perspective of carbon sink, and put forward a feasible path to realize the ecological value of fishery carbon sink.

Gauss, director of environmental science in China, Swedish Institute, introduced the typical cases of smart ocean in Europe and the integration of smart ocean and marine ecological economy, and suggested that smart ocean should be placed in a prominent position in developing marine ecological economy.

David Higgitt, Chairman of AOGS in asia-oceania geosciences society, and Robert Joseph Tansey, Senior Consultant of TNC of Nature Conservancy, exchanged views on marine eco-economy through connection.

At the forum, delegates docked in Dongtou, Zhejiang, Haikou, Hainan and Beihai, Guangxi, and shared their experiences and latest achievements in the fields of blue bay regulation, marine ecological environment protection and mangrove protection and utilization. The launching ceremony of "Marine Ecological Protection and Restoration (Blue Carbon) Experimental Base" was held at the forum. Located in Nanhai New District, the base is the first experimental base with the theme of blue carbon in China.

During the forum, Shandong Oceanic Administration, Weihai Municipal People's Government and Jiao Nianzhi, an academician of China Academy of Sciences, signed an agreement to jointly build an academician workstation. The academician workstation will give full play to the superior resources of all parties, accelerate the innovation and breakthrough of marine science and technology research and development and the transformation and upgrading of marine industry, and promote the sustained and healthy development of marine economy.

The Forum issued the Proposal on Implementing Marine Negative Emissions and Carbon Neutralization Strategy, calling for strengthening land-sea coordination, reducing land fertilization, clarifying the process and mechanism of carbon cycle in marine anoxic environment, implementing negative emission technology research and development and scientific research demonstration projects, carrying out upwelling and sink enhancement projects in algae cultivation areas, developing low-carbon and environmentally-friendly marine pasture construction, and increasing offshore carbon fixation and sink enhancement. Carry out carbon sink accounting and sink enhancement projects in coastal wetlands, realize the recovery, reconstruction and expansion of carbon sink resources in coastal ecosystems, conduct research on organic carbon transport process and microbial carbon storage mechanism in open waters, increase technical reserves of marine negative emissions, carry out research and development of submarine carbon sink technology, implement marine carbon sink projects, carry out research and development of carbon fingerprint identification system and carbon footprint of typical carbon sink resources in China, and establish verification methods and technical specifications of carbon sink resources and marine carbon sink standard system. Accelerate the construction of marine carbon sink trading system, establish carbon neutral accounting mechanism and standard methodology, carry out island/island reef comprehensive carbon sink project, establish coral reef carbon fingerprint and carbon flow tracking system, implement international scientific plan for marine negative emissions, and provide China's plan for global climate control. It is proposed that the whole society and Qi Xin should make concerted efforts to regard negative marine emissions as an important pillar of the goal of "striving to achieve carbon neutrality by 2060".

At the forum, experts held special reports on marine information technology, the practice of mangrove moving northward, the opportunity of sustainable development of blue economy, oyster diversity, oyster reef protection and other issues, and conducted in-depth discussions on "the breakthrough of marine carbon sink value".

During the forum, delegates observed the remote and shallow sea science and technology bay area in Weihai and the experimental base of marine ecological protection and restoration (blue carbon) in Nanhai New Area.
