According to the relevant provisions of Article 3 of the Regulations on Reporting, Investigation and Handling of Production Safety Accidents, production safety accidents are generally divided into the following four grades:

1. Very serious accident

(1) More than 30 people died at one time (including 30 people);

(2) Causing more than 100 people (including 100 people) to be seriously injured (including acute industrial poisoning) at one time;

2. Major accidents

3. Major accidents

(1) causes 3 ~ 9 deaths at a time;

4. General accidents

(1) caused 1 ~ 2 deaths at one time;

(2) One-time serious injury 1 ~ 9 people (including acute industrial poisoning);

It should be noted that the Regulations on the Reporting, Investigation and Handling of Production Safety Accidents not only stipulates that accidents are generally divided into the above four grades, but also stipulates that according to the actual situation of accidents in some industries or fields, the safety production supervision and management department of the State Council may, jointly with relevant departments of the State Council, formulate supplementary provisions on the classification of accidents. This provision embodies the unity of principle and flexibility and conforms to the actual situation.

Production safety accident grade: refers to the accident grade divided according to the severity of casualties or direct economic losses caused by production safety accidents. This classification of accidents is mainly to facilitate the hierarchical management of production safety accident reporting, investigation and handling. For a long time, we have divided accidents into several grades, and stipulated different reporting, investigation and handling procedures according to different grades of accidents. However, there are different classification methods for accident grades in different periods and industries. For example, the national standard "Classification of Casualty Accidents of Enterprise Employees" (GB 6442-1986) issued by1986 defines an accident that killed more than three people as a major accident, and an accident that killed 1 ~ 2 people as a major casualty accident. Later, in practical work, we generally call an accident that killed 3 ~ 9 people a major accident, an accident that killed 10 ~ 29 people a major accident, and an accident that killed more than 30 people a particularly major accident. It can be seen that there was some confusion in the classification of accident grades in the past. In order to unify the grading standards of production safety accidents, the Regulations on Reporting, Investigation and Handling of Production Safety Accidents clearly stipulates the grading standards of production safety accidents according to the severity of casualties or direct economic losses caused by production safety accidents. This is the first time that the national administrative regulations clearly stipulate the classification standard of production safety accidents, and it is the most authoritative classification standard of accidents in China at present. In addition, relevant laws and regulations and regulations of transportation safety management departments also have some special accident classification methods.
