The term "civilized behavior" as mentioned in these Regulations refers to the behavior of observing the provisions of the Constitution, laws and regulations, meeting the requirements of socialist morality, practicing socialist core values, maintaining social order and good manners, leading social manners and promoting social civilization and progress. Article 3 The working mechanism for promoting civilized behavior is unified leadership by the Party committee, implementation by the government, division of responsibilities by all parties, and active participation by the whole society. Article 4 The municipal and county (city) people's governments shall incorporate the promotion of civilized behavior into the national economic and social development plan, and the financial departments at the same level shall make overall arrangements to ensure all kinds of funds used for civilized construction in public expenditure. Fifth city, county (city) District Spiritual Civilization Construction Committee unified leadership and overall planning of the promotion of civilized behavior within their respective administrative areas.
City, county (city) District spiritual civilization construction institutions shall be responsible for the promotion of civilized behavior within their respective administrative areas and perform the following duties:
(a) to formulate plans and plans related to the propaganda of civilized behavior;
(two) to guide and coordinate the relevant departments to carry out the work of promoting civilized behavior;
(three) to supervise and inspect the implementation of civilized behavior propaganda;
(four) regularly assess and inform the implementation of these regulations;
(five) to supervise the relevant units to accept and handle relevant suggestions and complaints in accordance with the provisions;
(six) to guide and coordinate the news media to carry out news propaganda and public opinion supervision on advocating civilized behavior;
(seven) other related work to promote civilized behavior.
The relevant departments of the municipal and county (city) people's governments shall, in accordance with their respective responsibilities, do a good job in the propaganda of civilized behavior. Sixth township (town) people's government, street offices should be civilized behavior publicity into the work schedule, to determine the relevant institutions and personnel responsible for civilized behavior publicity.
Communities and villagers' committees shall strengthen the propaganda of civilized behavior and assist relevant units to publicize civilized behavior. Seventh units and individuals are encouraged to actively participate in the propaganda of civilized behavior, and state public officials and public figures should set an example and make a demonstration. Article 8 The news media should strengthen the propaganda and promotion of civilized behavior, advocate the concept of civilization, publish and broadcast public service advertisements, disseminate advanced models of civilization, and create a public opinion atmosphere in which the whole society encourages and promotes civilized behavior. Chapter II Advocating and Encouraging Article 9 to advocate the following civilized behaviors:
(a) care for the public environment and facilities, consciously safeguard public health, carry out garbage sorting, and care for flowers and trees planted in urban parks, squares and public green spaces;
(2) Abide by public order, dress neatly in public places, behave in a civilized manner, queue up in turn when buying goods or waiting for services, use the elevator to enter first and then exit, and participate in public activities such as cultural performances, sports competitions and exhibitions subject to on-site management;
(3) establish a new style, change customs, get rid of bad habits, celebrate the holidays in a civilized way, dine in a civilized way, offer sacrifices in a civilized way, and organize weddings and funerals in a civilized way;
(4) Advocating the concept of ecological humanity, doing a good job in the protective preservation of deciduous landscape in autumn and winter, and maintaining the landscape effect;
(five) civilized travel, take public transport consciously queue up to get on and off, give priority to get off, take the initiative to give up your seat for those in need, and take care of public transport facilities; Drive vehicles to give way to pedestrians, park vehicles in a standardized and orderly manner, help the injured and those in need in time when traffic accidents occur, and resolve traffic disputes through friendly negotiation; Pay attention to avoid pedestrians when riding non-motor vehicles, and enjoy orderly parking of bicycles in designated areas;
(six) civilized tourism, care for the environment and facilities of scenic spots, protect important historical and cultural heritage such as places of interest, precious cultural relics and ancient and famous trees, and respect local customs and cultural traditions;
(seven) civilized medical care, follow the laws of medicine, cooperate with diagnosis and treatment, maintain normal medical order, and handle medical disputes through proper channels;
(eight) civilized construction, scientific and standardized management of the construction site, maintain the city appearance and environmental sanitation, and avoid affecting the normal production and life around;
(nine) civilized management, honest management, civilized service, fulfill the agreement and legal obligations, ensure the quality of goods and services, and protect the legitimate rights and interests of consumers;
(ten) civilized online, advocate a positive and healthy network culture, abide by social ethics, respect the legitimate rights of others, do not believe in rumors, do not spread rumors, do not make rumors;
(eleven) family civilization, respect for elders, harmony between husband and wife, care for the healthy growth of minors, cultivate and inherit a good family style;
(12) The community is civilized, the neighbors unite and help each other, live in harmony, do not interfere with the normal life of others, maintain public space, care for public facilities, and handle conflicts and disputes in a civilized manner;
(thirteen) campus civilization, adhere to moral education, cultivate students' civilized behavior, carry out various forms of campus cultural activities, and cultivate excellent school spirit, teaching style, study style and healthy campus culture;
(fourteen) rural civilization, participate in the construction of beautiful countryside, practice village rules and regulations, protect the ecological environment, and develop a civilized and healthy lifestyle.
