Chapter I General Provisions Article 1 These Regulations are formulated in order to implement the policy of "putting prevention first", clarify the nature and tasks of health and epidemic prevention stations, strengthen the construction of health and epidemic prevention stations, give full play to the role of health and epidemic prevention stations in preventing and eliminating diseases, improve people's health level, protect the labor force and serve socialist modernization. Chapter II Tasks Article 4 Carry out health and epidemic prevention monitoring:

First of all, epidemiology:

Regularly and systematically collect, sort out and analyze the incidence, death, epidemiological investigation, laboratory testing, the use of vector insects, biological products and drugs, as well as the population, environment, meteorology and other related information in this area; Study the epidemic factors, master the epidemic law and explore the prediction method; Formulate prevention and control measures, organize and guide prevention and control work and evaluate its effect.

According to the national Regulations on the Management of Acute Infectious Diseases, supervise and inspect the implementation of epidemic reporting, infectious disease management, isolation and disinfection systems by medical institutions. Organize, guide and carry out the investigation, treatment and management of epidemic areas in time when Class A infectious diseases or Class B infectious diseases are found.

Organize and guide vaccination work, be responsible for the use plan of biological products, and do a good job in planned immunization, effect observation and investigation and handling of abnormal reactions after vaccination.

Formulate control measures for vector insects and animals, and provide technical guidance for disinfection, insecticidal and rodent control.

Second, the labor hygiene:

Monitor all kinds of harmful factors in the working environment of factories and mines under their jurisdiction and their effects on human health; Participate in the health examination and labor ability appraisal of workers in hazardous operations.

Collect, sort out and analyze reports of occupational poisoning and occupational diseases in factories and mines, and master the health status of employees.

Put forward specific plans and measures to prevent occupational diseases, and supervise the implementation of factories and mines; Hygienic evaluation of protective facilities against occupational hazards.

According to the above principles, carry out labor hygiene monitoring in five small industries and agriculture.

Three. Environmental sanitation:

Regularly monitor the sanitation of the natural environment (air, soil and water) in the area under its jurisdiction, especially the sanitation of drinking water sources; Investigate the relationship between natural environment and human health.

Monitor the pollution of industrial waste (waste gas, waste water and waste residue) and domestic garbage (feces, garbage and sewage), and investigate and study the impact of environmental pollution on human health; Participate in the global monitoring system.

Provide technical guidance for the harmless treatment of feces, garbage and sewage and the sanitary management of water supply.

Monitor the sanitary conditions in public places.

Put forward health requirements and technical guidance for the construction of new socialist countryside.

Fourth, food hygiene:

Monitoring the pollution of industrial "three wastes", pesticides, radioactive substances, food additives, microorganisms and mycotoxins to food, vegetables, fruits, milk, meat, eggs and other foods; Investigate the relationship between food pollution and human health.

To monitor the hygienic status of food production, processing, procurement, storage, transportation and sales enterprises, catering industry, collective canteens and other units, and assist relevant departments in training food hygiene staff; Supervise and inspect the health examination and treatment of employees in the above industries.

Hygienic labeling of food packaging and containers.

Collect, sort out and analyze food poisoning data, and carry out food poisoning prevention and control work.

Do a good job in sanitary inspection, supervision and certification of imported food.

Monitor people's nutritional status and put forward suggestions for improving diet.

Five, school health:

Investigate the physical development and health status of school students, analyze the factors affecting health, and put forward suggestions for protection and improvement.

Assist the education department to train school health personnel and health care teachers, guide schools to improve teaching hygiene, cultivate students' health habits, protect students' eyesight and guide disease prevention.

To guide the development of adolescent health and sports health work.

Six, radiation health:

Investigate environmental radioactive pollution (water, air, soil, food and related organisms, daily necessities, building materials, living environment, etc. ).

Conduct health monitoring of nuclear tests and participate in effect work.

Manage the application of radioisotopes.

Organize the health examination and protection of employees engaged in radiation work. Fifth, according to the national health laws, regulations and standards, to conduct regular health supervision of factories and mines, catering services, medical institutions, schools, kindergartens, public places, etc. In the area under its jurisdiction; Carry out preventive health supervision on new construction, reconstruction and expansion of factories and mines and urban and rural planning.
