Article 3 The people's governments of provinces, cities, counties and autonomous counties shall incorporate scientific research infrastructure, the construction of scientific and technological innovation platforms, the guarantee of scientific and technological talents, the development of high-tech industries and international scientific and technological cooperation into the national economic and social development plan.
Encourage scientific research institutions, universities and enterprises to carry out scientific and technological innovation in the fields of ocean, aerospace, biomedicine, information technology, clean energy, energy conservation and environmental protection, and tropical high-efficiency agriculture. Article 4 The government and relevant departments should increase financial input into the opening and innovation of science and technology, and guide social funds to invest in the opening and innovation of science and technology through various ways such as funding, incentives and subsidies, so as to promote the sustained and steady growth of scientific and technological research and development funds in the whole society.
The government and relevant departments should support enterprises and other social forces to invest in basic research, applied basic research, high-tech development and transformation and application through donations, and their donation expenses can enjoy preferential treatment for charitable donations in accordance with relevant regulations. Article 5 The government and relevant departments shall guide domestic and foreign capital to provide financing support for scientific and technological enterprises, promote the construction of scientific and technological innovation fund system, and broaden overseas financing channels for innovative and entrepreneurial projects.
Support financial institutions to innovate technology and finance products and services, encourage banks to carry out investment and loan linkage business according to law, set up technology and finance franchise institutions, encourage banks, insurance, guarantee and other financial institutions to carry out intellectual property pledge financing, equity pledge financing, credit insurance and other businesses, and provide financing facilities for technology enterprises.
Promote the establishment of national financial technology infrastructure operating institutions, financial technology subsidiaries and financial technology innovation laboratories in Hainan Free Trade Port. Article 6 The people's governments of provinces, cities, counties and autonomous counties shall support the construction of national-level scientific and technological innovation platforms, national scientific and technological innovation bases, national major scientific installations, major scientific research infrastructure and conditional platforms in the fields of seed industry, deep sea, aerospace, biomedicine and tropical high-efficiency agriculture.
Encourage the use of rural collective construction land to build a national-level scientific and technological innovation platform, major scientific research infrastructure and major scientific and technological projects by means of transfer or lease.
Major scientific research infrastructure and large-scale scientific instruments and equipment purchased and built with financial funds and state-owned funds shall be disclosed to the public in accordance with relevant regulations. Support financial leasing enterprises to introduce foreign advanced high-end scientific research instruments and equipment and carry out financial leasing services. Article 7 The government and relevant departments shall actively cultivate small and medium-sized scientific and technological enterprises, high-tech enterprises and leading scientific and technological enterprises. Support high-tech enterprises to take the lead in organizing and implementing major scientific and technological projects, encourage enterprises to increase their investment in R&D through various ways such as funding, incentives and subsidies, and implement preferential policies and dividend incentives to support technological innovation of enterprises, such as accelerated depreciation of fixed assets, equity incentives, technology shareholding, technical services and transfer, and equipment import.
Encourage enterprises, scientific research institutions and social organizations to set up technology business incubators in Hainan Free Trade Port, and promote the establishment of Hainan Free Trade Port technology business incubator network. Article 8 The government and relevant departments shall encourage all kinds of innovative entities at home and abroad to set up new R&D institutions through policy support and financial support. Support new R&D institutions to undertake scientific and technological projects, import and purchase scientific research equipment, and identify high-tech enterprises.
The government and relevant departments shall, in accordance with the relevant provisions, give the newly-built R&D filing institutions full autonomy in the use of financial funds, the management of scientific and technological projects, the transformation of scientific and technological achievements, and the use of laboratory assets, and implement a flexible employment mechanism, salary system and social insurance system. Article 9 The government and relevant departments encourage the establishment of scientific and technological service institutions and scientific and technological public service platforms such as R&D and design, pilot test maturity, testing and certification, technology transfer, enterprise incubation, intellectual property rights and scientific and technological consultation, so as to promote the development of scientific and technological service industry. Article 10 The people's governments of provinces and relevant cities, counties and autonomous counties shall promote the creation of a scientific and technological innovation highland of Nanfan Seed Industry, accelerate the construction of innovative platforms such as the National Nanfan Scientific and Research Breeding Base, Yazhouwan Seed Laboratory and the introduction and transit base of global animal and plant germplasm resources, and support the construction of Nanfan Science and Technology City in Yazhouwan, Sanya into a national tropical agricultural science center, a modern seed industry demonstration zone and an international seed industry trade center.
The people's governments of provinces and relevant cities, counties and autonomous counties shall promote the creation of deep-sea technological innovation highlands, support Sanya Yazhouwan Deep-sea Science and Technology City to undertake major national scientific and technological innovation projects in the deep-sea field, introduce national scientific instruments, and build a deep-sea scientific and technological innovation center, a national deep-sea base south center, a deep-sea scientific and technological pilot base and a deep-sea scientific and technological achievement incubation and transformation base.
The people's governments of provinces and relevant cities, counties and autonomous counties shall promote the creation of space science and technology innovation highland, support Wenchang International Space City to establish a space science and technology innovation platform for R&D, advanced manufacturing, launch and space application of stars and arrows, carry out research and development of key technologies and application of achievements, and develop industries such as space big data, space information application and space science popularization.
