Article 2 The purpose of these Measures is to standardize the issuance, production, application and management of residents' health cards, so that residents can have a unique national health card and realize the sharing and dynamic updating of personal electronic health records, electronic medical records and other health information resources.
Article 3 Resident Health Card refers to the information carrier used to identify residents, store personal basic health information, realize cross-regional and inter-institutional medical data exchange and expense settlement in medical and health service activities based on regional health information platform, residents' electronic health records and medical institutions' electronic medical records.
Article 4 The resident health card can be used to realize the functions of various medical and health institutions at all levels, convenient access to medical and health service information, settlement of basic medical insurance (new rural cooperative medical insurance), online inquiry of cardholder health information, etc.
Article 5 Both residents in China and residents in China can apply for resident health cards.
Article 6 The issuance of residents' health cards shall conform to the Technical Specifications for Residents' Health Cards and related supporting technical specifications formulated by the Ministry of Health, so as to ensure that the standards are unified and universal throughout the country.
Article 7 The first card-making cost of resident health cards and the construction, operation and maintenance cost of card application support system shall be settled according to the principle of local government leading and multi-party financing. The cost of reissuing the resident health card shall be borne by the individual resident.
Article 8 The Ministry of Health shall be responsible for formulating the standards and norms of residents' health cards, and authorizing the administration of their issuance and application. The provincial health administrative department is responsible for the issuance and application management of health cards for residents in this province (autonomous regions and municipalities), and the distribution target is the local permanent population.
